24	24	George’s County public school system is selected by requiring the Prince George’s 6
25	25	County Board of Education to select the County Superintendent in a certain manner; 7

35	35	SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 15
36	36	That the Laws of Maryland read as follows: 16

42	42	(a) This section applies only in Prince George’s County. 19

44	44	(b) Subject to the provisions of subsection [(e)] (D) of this section, the County 20
45	45	Superintendent of the Prince George’s County public school system shall be[: 21

49	49	(1) Selected by the County Executive in accordance with subsection (c) of 1
50	50	this section; and 2

53	53	county board FROM AMONG THE CANDI DATES CONSIDERED BY THE COUNTY BOARD 4
54	54	after agreement on contract terms negotiated by the chair of the county board. 5

56	56	[(c) (1) The County Executive shall select a County Superintendent from a list 6
57	57	of three nominees recommended by a search committee that is composed of: 7

59	59	(i) One member of the State Board, appointed by the State 8
60	60	Superintendent; and 9

62	62	(ii) Two residents of Prince George’s County, appointed by the 10
63	63	Governor. 11

65	65	(2) The search committee shall be chaired by a member selected by the 12
66	66	State Superintendent.] 13

68	68	[(d)] (C) (1) The term of the County Superintendent is 4 years beginning on 14
69	69	July 1. 15

71	71	(2) The County Superintendent continues to serve until a successor is 16

75	75	Superintendent shall notify the [County Executive and the] county board if the County 19

79	79	County Superintendent between February 1 and June 1, and] the county board shall 22
80	80	complete the [appointment] SELECTION OF THE COUNTY SUPERINTENDENT on or 23

83	83	(ii) If the [County Executive] COUNTY BOARD decides to select the 25
84	84	incumbent County Superintendent, the county board shall complete the [reappointment] 26
85	85	SELECTION no later than March 1 of that year. 27

87	87	(5) If the county board is unable to [appoint] SELECT a County 28
88	88	Superintendent by July 1 of the year a term begins, the provisions of subsection [(f)] (E) of 29

91	91	[(e) (1)] (D) An individual may not be [appointed] SELECTED as County 31
92	92	Superintendent unless the individual: 32

96	96	[(i) Is eligible to be issued a certificate for the office by the State 1

99	99	(ii)] (1) Has graduated from an accredited college or university; 3

102	102	[(iii)] (2) Has completed 2 years of graduate work at an accredited 5
103	103	college or university, including public school administration, supervision, and methods of 6

106	106	[(2) The appointment of the County Superintendent is not valid unless 8
107	107	approved in writing by the State Superintendent. 9

109	109	(3) If the State Superintendent disapproves an appointment, the State 10
110	110	Superintendent shall give the reasons for disapproval in writing to the county board and 11
111	111	the County Executive.] 12

113	113	[(f)] (E) If a vacancy occurs in the office of County Superintendent, [the County 13
114	114	Executive shall select and] the county board shall [appoint] SELECT an interim County 14

118	118	Superintendent as provided under § 4–206 of this subtitle, the county board may suspend 17
119	119	the County Superintendent with pay until the final disposition of the criminal charges. 18

121	121	SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 19
122	122	1, 2025. 20
