FOR the purpose of requiring a State or State aided or controlled entity to require a prime 4
contractor to procure certain janitorial products packaged or repackaged by Blind 5
Industries and Services of Maryland; and generally relating to procurement 6
preferences and Blind Industries and Services of Maryland. 7
BY repealing and reenacting, with amendments, 8

SECTION 1. BE IT ENACTED BY THE GENER AL ASSEMBLY OF MARYLAND, 13
That the Laws of Maryland read as follows: 14
Article – State Finance and Procurement 15

(c) To the extent practicable, a State or State aided or controlled entity shall 17
include in a maintenance contract that has a component for housekeeping or janitorial 18
services, a requirement that a prime contractor procure janitorial products from Blind 19
Industries and Services of Maryland if the specified products are made, manufactured, 20 2 HOUSE BILL 508
remanufactured, PACKAGED, REPACKAGED , or assembled by Blind Industries and 1
Services of Maryland and are available. 2
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 3
October 1, 2025. 4
