21	21	FOR the purpose of establishing the Task Force on Education Funding and Student 3
22	22	Population Growth; and generally relating to the Task Force on Education Funding 4
23	23	and Student Population Growth. 5

25	25	SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 6

28	28	(a) There is a Task Force on Education Funding and Student Population Growth. 8

30	30	(b) The Task Force consists of the following members: 9

32	32	(1) one member of the Senate of Maryland, appointed by the President of 10
33	33	the Senate; 11

35	35	(2) one member of the House of Delegates, appointed by the Speaker of the 12
36	36	House; and 13

38	38	(3) the following members, appointed by the Governor: 14

40	40	(i) one representative of the State Department of Education; 15

42	42	(ii) one representative of the Maryland Association of Boards of 16
43	43	Education; 17

45	45	(iii) one representative of the Maryland State Education Association; 18

47	47	(iv) one representative of Maryland Free State PTA; 19

63	63	(c) The Governor shall designate the chair of the Task Force. 8

65	65	(d) The Office of the Governor shall provide staff for the Task Force. 9

67	67	(e) A member of the Task Force: 10

69	69	(1) may not receive compensation as a member of the Task Force; but 11

71	71	(2) is entitled to reimbursement for expenses under the Standard State 12
72	72	Travel Regulations, as provided in the State budget. 13

74	74	(f) The Task Force shall: 14

76	76	(1) analyze challenges related to the delay in student enrollment counts 15
77	77	and its effect on school funding; 16

79	79	(2) analyze the connection between growing student populations and the 17
80	80	provision of school funding; and 18

82	82	(3) make recommendations regarding improvements to the provision of 19
83	83	school funding. 20

85	85	(g) On or before December 15, 2025, the Task Force shall report its findings and 21
86	86	recommendations to the Governor and, in accordance with § 2 –1257 of the State 22
87	87	Government Article, the General Assembly. 23

89	89	SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 24
90	90	1, 2025. It shall remain effective for a period of 1 year and, at the end of June 30, 2026, this 25
91	91	Act, with no further action required by the General Assembly, shall be abrogated and of no 26
92	92	further force and effect. 27
