BE IT ENACTE D BY THE GENERAL ASSEMBLY OF MARYLAND, 14 That the Laws of Maryland read as follows: 15 Article – Health – General 16 15–102.3. 17 (M) THE PROVISIONS OF § 15–861 OF THE INSURANCE ARTICLE APPLY TO 18 MANAGED CARE ORGANIZ ATIONS IN THE SAME M ANNER THEY APPLY TO CARRIERS. 19 15–103. 20 (a) (1) The Secretary shall administer the Maryland Medical Assistance 21 Program. 22 (2) The Program: 23 (xxiii) Beginning on July 1, 2025, shall provide, subject to the 24 limitations of the State budget, and as permitted by federal law, coverage for biomarker 25 testing in accordance with § 15–859 of the Insurance Article; [and] 26 (xxiv) Beginning on January 1, 2025, shall provide coverage for 27 prostheses in accordance with § 15–844 of the Insurance Article; AND 28 (XXV) BEGINNING ON JANUARY 1, 2026, SHALL PROVIDE 29 CALCIUM SCORE TESTIN G IN ACCORDANCE WITH § 15–861 OF THE INSURANCE 30 ARTICLE. 31 Article – Insurance 32 HOUSE BILL 666 3 15–861. 1 (A) THIS SECTION APPLIES TO: 2 (1) INSURERS AND NONPROF IT HEALTH SERVICE PL ANS THAT 3 PROVIDE HOSPITAL , MEDICAL, OR SURGICAL BENEFITS TO INDIVIDUALS OR GR OUPS 4 ON AN EXPENSE –INCURRED BASIS UNDER HEALTH INSURANCE POL ICIES OR 5 CONTRACTS THAT ARE I SSUED OR DELI VERED IN THE STATE; AND 6 (2) HEALTH MAINTENANCE O RGANIZATIONS THAT PR OVIDE 7 HOSPITAL, MEDICAL, OR SURGICAL BENEFITS TO INDIVIDUALS OR GR OUPS UNDER 8 CONTRACTS THAT ARE I SSUED OR DELIVERED I N THE STATE. 9 (B) AN ENTITY SUBJECT TO THIS SECTION SHALL P ROVIDE COVERAGE FOR 10 CALCIUM SCORE TESTIN G IN ACCORDANCE WITH T HE MOST RECENT GUIDE LINES 11 ISSUED BY THE AMERICAN COLLEGE OF CARDIOLOGY THAT EXPAN D THE SCOPE OF 12 PREVENTIVE CARE SERV ICES FOR THE BENEFIT OF CONSUMERS FOR INDIVIDUALS 13 WHO HAVE AT LEAST TH REE OF THE FOLLOWING RISK FACTO RS: 14 (1) DIABETES; 15 (2) HIGH BLOOD PRESSURE ; 16 (3) HIGH CHOLESTEROL ; OR 17 (4) A FAMILY HISTORY OF PREMATURE CORONARY A RTERY DISEASE . 18 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall apply to all 19 policies, contracts, and health benefit plans issued, delivered, or renewed in the State on or 20 after January 1, 2026. 21 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 22 January 1, 2026. 23
