2121 FOR the purpose of requiring the Maryland Transportation Authority to conduct a study 4
2222 on the feasibility of capturing the image of only the rear license plate of a vehicle at 5
2323 video toll facilities in the State; and generally relating to video toll facilities in the 6

2626 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAN D, 8

2929 (a) The Maryland Transportation Authority shall conduct a study on the 10
3030 feasibility of capturing the image of only the rear license plate of a vehicle, rather than 11
3131 images of both the front and rear license plates, at video toll facilities in the State. 12

3333 (b) The study required under subsection (a) of this section shall identify: 13

3535 (1) any system and equipment upgrades necessary to reliably capture the 14
3636 image of the rear license plate of a vehicle at a video toll facility; and 15

3838 (2) any potential impacts that may occur as the result of capturing the 16
3939 image of only the rear license plate of a vehicle rather than both the front and rear license 17
4040 plates. 18

4242 (c) On or before December 1, 2025, the Authority shall report its findings and 19
4343 recommendations to the Governor and, in accordance with ยง 2 โ€“1257 of the State 20
4444 Government Article, the General Assembly. 21
