Maryland Public Ethics Law – School Boards – Compliance Certification 2 
 
FOR the purpose of requiring each school board to certify to the State Ethics Commission, 3 
on or before a certain date each year, that the school board is in compliance with 4 
certain requirements of the Maryland Public Ethics Law; and generally relating to 5 
the Maryland Public Ethics Law and school boards. 6

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 7 
That Section(s) 5–816 through 5–820 of Article – General Provisions of the Annotated Code 8 
of Maryland be renumbered to be Section(s) 5–817 through 5–821, respectively. 9 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland read 10 
as follows: 11 
 
Article – General Provisions 12 
 
5–101. 13 
 
 (a) In this title the following words have the meanings indicated unless: 14 
 
 (1) the context clearly requires a different meaning; or 15 
 
 (2) a different definition is adopted for a particular provision. 16 
 
 (jj) “School board” means a county board of education [or, in] AND INCLUDES 17 
THE Baltimore [City, the] CITY Board of School Commissioners. 18

 ON OR BEFORE OCTOBER 1 EACH YEAR, EACH SCHOOL BOARD SHALL CERTIFY 20 
TO THE ETHICS COMMISSION THAT THE SCHOOL BOARD IS IN COMPLIANCE WIT H 21 
THE REQUIREMENTS OF THIS PART FOR: 22 
 
 (1) MEMBERS OF THE SCHOO L BOARD; AND 23 
 
 (2) IF APPLICABLE , OFFICIALS AND EMPLOY EES OF THE LOCAL 24 
SCHOOL SYSTEM . 25 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 26 
October 1, 2025. 27
