FOR the purpose of expanding the purposes of the Maryland Veterans Trust to include 4
providing monetary and other assistance to members of the Maryland National 5
Guard and their families; authorizing the Maryland Veterans Trust to expend money 6
from the Maryland Veterans Trust Fund to provide loans and grants to members of 7
the Maryland National Guard and their families; and generally relating to the 8
Maryland Veterans Trust. 9

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 1
That the Laws of Maryland read as follows: 2
Article – State Government 3
9–913. 4
(a) In this section, “Fund” means the Maryland Veterans Trust Fund. 5
(b) (1) There is a Maryland Veterans Trust established for the purpose of 6
providing monetary and other assistance to: 7
(i) veterans and their families; [and] 8
(ii) MEMBERS OF THE MARYLAND NATIONAL GUARD AND 9
THEIR FAMILIES; AND 10
(III) public and private programs that support veterans and their 11
families. 12
(2) There is a Maryland Veterans Trust Fund. 13
(e) Money in the Fund may only be used to: 14
(1) make grants and loans under § 9–914.2(a)(3) of this subtitle; 15
(2) be invested under § 9–914.3(b) of this subtitle; and 16
(3) pay the costs of administering the Fund through distribution to an 17
administrative cost account in the Department. 18
9–914.2. 19
(a) The Trust shall have the powers and duties to: 20
(3) expend money from the Fund to provide grants or loans to: 21
(i) veterans and their families; 22
(ii) MEMBERS OF THE MARYLAND NATIONAL GUARD AND 23
THEIR FAMILIES; 24
(III) public and private programs that support veterans and their 25
families; or 26

[(iii)] (IV) any other programs that the Trust considers to be within 1
the purpose for which the Trust is established; 2
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 3
October 1, 2025. 4
