Baltimore City – Alcoholic Beverages – 45th Alcoholic Beverages District – 2 
Licenses 3 
 
FOR the purpose of authorizing the Board of License Commissioners for Baltimore City to 4 
issue a Class C beer, wine, and liquor license in a certain area of the 45th alcoholic 5 
beverages district in Baltimore City under certain circumstances; altering a 6 
geographic boundary in the 45th district within which the holder of a Class A or 7 
Class B–D–7 beer, wine, and liquor license must operate in accordance with specified 8 
hours; and generally relating to alcoholic beverages in Baltimore City. 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 3 
That the Laws of Maryland read as follows: 4 
 
Article – Alcoholic Beverages and Cannabis 5

 This title applies only in Baltimore City. 7 
 
12–1603. 8 
 
 (a) The alcoholic beverages districts described in this section at all times are 9 
coterminous with the legislative districts in the Legislative Districting Plan of 2022. 10 
 
 (b) Except as provided in subsection (c) of this section, the Board may not issue a 11 
new license in: 12 
 
 (1) the 40th alcoholic beverages district; 13 
 
 (2) the 41st alcoholic beverages district; 14 
 
 (3) the 43rd alcoholic beverages district; 15 
 
 (4) the 44th alcoholic beverages district; and 16 
 
 (5) the 45th alcoholic beverages district. 17 
 
 (c) The Board may issue: 18 
 
 (2) SUBJECT TO ITEM (19) OF THIS SUBSECTION , a Class C beer, wine, 19 
and liquor license in the 45th alcoholic beverages district; 20 
 
 (17) a Class A–7 beer, wine, and liquor license in the 1200 block of West 21 
North Avenue in the 40th alcoholic beverages district, if: 22 
 
 (i) the applicant executes a memorandum of understanding with the 23 
Penn North Community Association; 24 
 
 (ii) alcoholic beverages are sold only as part of a gift basket or floral 25 
arrangement; and 26 
 
 (iii) the applicant does not hold or apply for a Class BWLT beer, wine, 27 
and liquor (on–premises) tasting license; [and] 28

 (18) a Class B beer, wine, and liquor license for a restaurant on the even 1 
side of the 400 block of West 29th Street in the 40th alcoholic beverages district if: 2 
 
 (i) the applicant executes a memorandum of understanding with the 3 
Greater Remington Improvement Association; and 4 
 
 (ii) the Board waives a minimum seating requirement under item 5 
(1)(ii)2 of this subsection; AND 6 
 
 (19) A CLASS C BEER, WINE, AND LIQUOR LICENSE I N THE 400 BLOCK 7 
OF EAST OLIVER STREET IN THE 45TH ALCOHOLIC BEVERAG ES DISTRICT, ONLY IF: 8 
 
 (I) THE APPLICANT DOES N OT CONVERT THE LICEN SE TO A 9 
DIFFERENT LICENSE CL ASS; 10 
 
 (II) ALCOHOLIC BEVERAGES ARE SERVED OUTDOORS ONLY TO 11 
PATRONS SEATED AT TA BLES OR STANDING I N A COURTYARD AREA ; 12 
 
 (III) THE APPLICANT DOES N OT ALLOW THE OFF –PREMISES SALE 13 
OF ALCOHOLIC BEVERAG ES; 14 
 
 (IV) ALCOHOLIC BEVERAGES SALES BEGIN NOT EARL IER THAN 15 
10 A.M.; AND 16 
 
 (V) THE APPLICANT EXECUT ES A MEMORANDUM OF 17 
UNDERSTANDING WITH T HE GREENMOUNT WEST COMMUNITY ASSOCIATION. 18 
 
12–2004. 19 
 
 (a) (1) Except as otherwise provided in this subtitle, a holder of a Class A beer, 20 
wine, and liquor license may sell beer, wine, and liquor: 21 
 
 (i) on Monday through Saturday: 22 
 
 1. from 9 a.m. to 10 p.m. in the area specified in the Park 23 
Heights Master Plan adopted by the City in 2006; [and] 24 
 
 2. FROM 9 A.M. TO 10 P.M. IN AN AREA BOUNDED A S 25 
FOLLOWS: FROM THE INTERSECTIO N OF BELAIR ROAD AND ANNTANA AVENUE, 26 
SOUTHWEST ON BELAIR ROAD TO THE INTERSECTION OF BELAIR ROAD AND 27 
FRANKFORD AVENUE, SOUTHEAST ON FRANKFORD AVENUE TO THE INTERSE CTION 28 
OF FRANKFORD AVENUE AND SIPPLE AVENUE, WEST ON SIPPLE AVENUE TO THE 29 
INTERSECTION OF SIPPLE AVENUE AND CRENSHAW AVENUE, SOUTHEAST ON 30 
CRENSHAW AVENUE T O THE INTERSECTION O F CRENSHAW AVENUE AND 31 
GOODNOW ROAD, SOUTHEAST ON GOODNOW ROAD TO THE INTERSECT ION OF 32  4 	SENATE BILL 304  
 
 
GOODNOW ROAD AND SINCLAIR LANE, NORTHEAST ON SINCLAIR LANE TO THE 1 
INTERSECTION OF SINCLAIR LANE AND RADECKE AVENUE, WEST ON RADECKE 2 
AVENUE TO THE INTER SECTION OF RADECKE AVENUE AND ANNTANA AVENUE, 3 
THEN NORTH ON ANNTANA AVENUE TO THE INTERSE CTION OF ANNTANA AVENUE 4 
AND BELAIR ROAD; AND 5 
 
 3. from 6 a.m. to midnight in all other locations in the City; 6 
and 7 
 
 (ii) on the Sundays that fall between Thanksgiving Day and New 8 
Year’s Day, from 1 p.m. to 9 p.m., if, on or before September 30 of that year, the license 9 
holder has paid a supplementary license fee of $120 for each Sunday the privilege is to be 10 
exercised. 11 
 
 (2) In addition to the privileges specified under paragraph (1)(ii) of this 12 
subsection, the license holder may sell beer, wine, and liquor for off–premises consumption 13 
on two additional Sundays during the calendar year if the holder pays a license fee of $120 14 
at least 2 weeks before each time the privilege is exercised. 15 
 
 (c) A holder of a Class B–D–7 beer, wine, and liquor license may sell beer, wine, 16 
and liquor: 17 
 
 (1) from 9 a.m. to 9 p.m. in the area bounded by Liberty Heights Avenue, 18 
Northern Parkway, Druid Park Drive, and Wabash Avenue; 19 
 
 (2) from 9 a.m. to 9 p.m. along the south side of Frederick Avenue between 20 
South Augusta Avenue and South Loudon Avenue; 21 
 
 (3) from 9 a.m. to 10 p.m. in the area specified in the Park Heights Master 22 
Plan adopted by the City in 2006; [and] 23 
 
 (4) from 9 a.m. to 10 p.m. in an area bounded as follows: from the 24 
intersection of East North Avenue and Harford Avenue, southwest on Harford Avenue to 25 
the intersection of Harford Avenue and North Central Avenue, south on North Central 26 
Avenue to the intersection with East Monument Street, east on East Monument Street to 27 
the intersection of East Monument Street and North Wolfe Street, south on North Wolfe 28 
Street to the intersection of North Wolfe Street and McElderry Street, east on McElderry 29 
Street to the intersection of McElderry Street and North Collington Avenue, south on North 30 
Collington Avenue to the intersection of North Collington Avenue and East Fayette Street, 31 
east on East Fayette Street to the intersection of East Fayette Street and North Lakewood 32 
Avenue, north on North Lakewood Avenue to the intersection of North Lakewood Avenue 33 
and East Monument Street, west on East Monument Street to the intersection of East 34 
Monument Street and North Luzerne Avenue, north on North Luzerne Avenue to the 35

 (5) FROM 9 A.M. TO 10 P.M. IN AN AREA BOUNDED A S FOLLOWS: FROM 3 
THE INTERSECTION OF BELAIR ROAD AND ANNTANA AVENUE, SOUTHWEST ON 4 
BELAIR ROAD TO THE INTERSECT ION OF BELAIR ROAD AND FRANKFORD AVENUE, 5 
SOUTHEAST ON FRANKFORD AVENUE TO THE INTERSE CTION OF FRANKFORD 6 
AVENUE AND SIPPLE AVENUE, WEST ON SIPPLE AVENUE TO THE INTERSE CTION OF 7 
SIPPLE AVENUE AND CRENSHAW AVENUE, SOUTHEAST ON CRENSHAW AVENUE TO 8 
THE INTERSECTION OF CRENSHAW AVENUE AND GOODNOW ROAD, SOUTHEAST ON 9

 (c) (1) This subsection does not apply to: 17 
 
 (i) a Class B beer and light wine license; 18 
 
 (ii) a Class B beer, wine, and liquor license; 19 
 
 (iii) a Class B–D–7 beer, wine, and liquor license; 20 
 
 (iv) a Class C beer and light wine license; and 21 
 
 (v) a Class C beer, wine, and liquor license. 22 
 
 (2) For a license holder in an area bounded by Liberty Heights Avenue, 23 
Northern Parkway, Druid Park Drive, and Wabash Avenue, the hours of sale: 24 
 
 (i) may not begin before 9 a.m. or end after 10 p.m.; and 25 
 
 (ii) may not be extended if they begin later than 9 a.m. or end before 26 
10 p.m. 27 
 
 (3) For a license holder in an area bounded as follows: from the intersection 28 
of East North Avenue and Harford Avenue, southwest on Harford Avenue to the 29 
intersection of Harford Avenue and North Central Avenue, south on North Central Avenue 30 
to the intersection with East Monument Street, east on East Monument Street to the 31 
intersection of East Monument Street and North Wolfe Street, south on North Wolfe Street 32

 (4) FOR A LICENSE HOLDER IN AN AREA BOUNDED AS FOLL OWS: 14 
FROM THE INTERSECTIO N OF BELAIR ROAD AND ANNTANA AVENUE, SOUTHWEST 15 
ON BELAIR ROAD TO THE INTERSECT ION OF BELAIR ROAD AND FRANKFORD 16 
AVENUE, SOUTHEAST ON FRANKFORD AVENUE TO THE INTERSE CTION OF 17 
FRANKFORD AVENUE AND SIPPLE AVENUE, WEST ON SIPPLE AVENUE TO THE 18 
INTERSECTION OF SIPPLE AVENUE AND CRENSHAW AVENUE, SOUTHEAST ON 19 
CRENSHAW AVENUE TO THE INTERSE CTION OF CRENSHAW AVENUE AND 20

OR END BEFORE 10 P.M. 29 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 30 
1, 2025. 31
