health and wellness personnel and the Maryland Council on Advancement of 8

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 5
That the Laws of Maryland read as follows: 6
Article – Health – General 7
19–22A–05. 8
(a) There is a Maryland Council on Advancement of School–Based Health Centers 9
in the Department. 10
19–22A–06. 11
(a) The Council consists of the following [15] 16 voting members and 6 ex officio 12
members: 13
(1) One member of the Senate of Maryland, appointed by the President of 14
the Senate, as an ex officio member; 15
(2) One member of the House of Delegates, appointed by the Speaker of the 16
House, as an ex officio member; 17
(3) The Secretary of Health, or a designee of the Secretary, as an ex officio 18
member; 19
(4) The State Superintendent of Schools as an ex officio member; 20
(5) The Executive Director of the Maryland Health Benefit Exchange as an 21
ex officio member; 22
(6) The Chairman of the Commission, or a designee of the Chairman, as an 23
ex officio member; and 24
(7) The following [15] 16 members, appointed by the Governor: 25
(i) The President of the Maryland Assembly on School –Based 26
Health Care, or a designee of the President; 27
(ii) Three representatives of school–based health centers, nominated 28
by the Maryland Assembly on School–Based Health Care: 29
1. From a diverse array of sponsoring organizations; and 30

2. For at least one of the representatives, from a nursing 1
background; 2
(iii) One representative of the Public Schools Superintendents 3
Association of Maryland; 4
(iv) One representative of the Maryland Association of Boards of 5
Education; 6
(v) One elementary school principal of a school that has a 7
school–based health center; 8
(vi) One secondary school principal of a school that has a 9
school–based health center; 10
(vii) One representative of the Maryland Hospital Association; 11
(viii) One representative of the Maryland Association of County 12
Health Officers; 13
(ix) One representative of a federally qualified health center, 14
nominated by the Mid–Atlantic Association of Community Health Centers; 15
(x) One representative of a managed care organization; 16
(xi) One representative of a commercial health insurance carrier; 17
(xii) One pediatrician, nominated by the Maryland Chapter of the 18
American Academy of Pediatrics; [and] 19
(xiii) One parent or guardian of a student who utilizes services at a 20
school–based health center; AND 21
(XIV) ONE SCHOOL NURSE , NOMINATED BY THE MARYLAND 22
ASSOCIATION OF SCHOOL HEALTH NURSES. 23

(8) SCHOOL PSYCHOLOGISTS ; 6
(9) SCHOOL SOCIAL WORKERS ; AND 7
(10) SPEECH–LANGUAGE PATHOLOGIST S. 8

(A) THE DEPARTMENT AND THE STATE DEPARTMENT OF EDUCATION 10
JOINTLY SHALL CONDUC T AN ASSESSMENT OF T HE SCHOOL HEALTH AND WELLNESS 11
PERSONNEL WORKFORCE IN THE STATE EACH YEAR TO : 12
(1) IDENTIFY THE RATIO OF SCHOOL HEALTH AND WE LLNESS 13
PERSONNEL TO STUDENT S AND SCHOOLS BY JUR ISDICTION; 14
(2) OBTAIN INFORMATION FR OM EACH LOCAL SCHOOL SYSTEM AND 15
LOCAL HEALTH DEPARTM ENT REGARDING VACANC Y RATES FOR EACH TYP E OF 16
PROVIDER OF SCHOOL H EALTH AND WELLNESS SERVICES ; AND 17
(3) OBTAIN FEEDBACK FROM EACH LOCAL SCHOOL SY STEM, EACH 18
LOCAL HEALTH DEPARTM ENT, ASSOCIATIONS OF SCHO OL HEALTH AND WELLNE SS 19
PROFESSIONALS , AND OTHER STAKEHOLDE RS ON STRATEGIES TO IMPROVE THE 20
RECRUITMENT AND RETE NTION OF SCHOOL HEALTH AND WELLNESS PERSONNEL. 21
(B) ON OR BEFORE DECEMBER 1, 2027, AND EACH DECEMBER 1 22
THEREAFTER , THE DEPARTMENT AND THE STATE DEPARTMENT OF EDUCATION 23
JOINTLY SHALL SUBMIT: 24
(1) SUBMIT A REPORT TO THE GENERAL ASSEMBLY, IN ACCORDANCE 25
WITH § 2–1257 OF THE STATE GOVERNMENT ARTICLE, ON THE FINDINGS OF T HE 26
ASSESSMENT CONDUCTED UNDER THIS SECTION ; AND 27
(2) PUBLISH THE REPORT ON THE WEBSITE OF EACH AGENCY. 28

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 1
October 1, 2025. 2
