AN ACT concerning 1 
 
State Procurement Preferences – Blind Industries and Services of Maryland – 2 
Packaging and Repackaging 3 
 
FOR the purpose of requiring a State or State aided or controlled entity to require a prime 4 
contractor to procure certain janitorial products packaged or repackaged by Blind 5 
Industries and Services of Maryland; and generally relating to procurement 6 
preferences and Blind Industries and Services of Maryland.  7 
 
BY repealing and reenacting, with amendments, 8 
 Article – State Finance and Procurement 9 
Section 14–103(c) 10 
 Annotated Code of Maryland 11 
 (2021 Replacement Volume and 2024 Supplement) 12 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13 
That the Laws of Maryland read as follows: 14 
 
Article – State Finance and Procurement 15

 (c) To the extent practicable, a State or State aided or controlled entity shall 17 
include in a maintenance contract that has a component for housekeeping or janitorial 18 
services, a requirement that a prime contractor procure janitorial products from Blind 19 
Industries and Services of Maryland if the specified products are made, manufactured, 20  2 	SENATE BILL 795  
 
 
remanufactured, PACKAGED, REPACKAGED, or assembled by Blind Industries and 1 
Services of Maryland and are available. 2 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 3 
1, 2025. 4
