A BILL ENTITLED 
 
AN ACT concerning 1 
 
State Lottery – Ticket Purchase and Delivery by Third–Party Entity – 2 
Authorization 3 
 
FOR the purpose of authorizing the State Lottery and Gaming Control Agency to allow 4 
licensed agents to enter into an agreement with third–party entities to allow those 5 
entities to purchase State lottery tickets on behalf of individuals in the State and 6 
deliver the tickets to the purchasers; authorizing the third–party entities to charge 7 
a service fee; and generally relating to the authorization of ticket purchases and 8 
deliveries by third–party entities.  9 
 
BY repealing and reenacting, without amendments, 10 
 Article – State Government 11 
Section 9–101(a), (b), and (g) 12 
 Annotated Code of Maryland 13 
 (2021 Replacement Volume and 2024 Supplement) 14 
 
BY adding to 15

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 20 
That the Laws of Maryland read as follows: 21 
 
Article – State Government 22

 (a) In this subtitle the following words have the meanings indicated. 24 
  2 	SENATE BILL 850  
 
 
 (b) “Agency” means the State Lottery and Gaming Control Agency. 1 
 
 (g) “Licensed agent” means a person or governmental unit licensed by the 2 
Director to act as a State lottery sales agent. 3

 (G) (1) THE AGENCY MAY ALLOW A LI CENSED AGENT TO ENTER INTO AN 5 
AGREEMENT WITH A THI RD–PARTY ENTITY TO ALLOW THE ENTITY TO PURCHASE A 6 
STATE LOTTERY TICKET ON BE HALF OF AN INDIVIDUAL IN THE STATE AND DELIVER 7 
THE TICKET TO THE INDIVIDUAL IN THE STATE. 8 
 
 (2) A THIRD–PARTY ENTITY MAY CHARGE A SERVICE FEE FOR 9 
PROVIDING THE SERVIC ES DESCRIBED UNDER PARAGRAPH (1) OF THIS SECTION. 10 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 11 
1, 2025. 12
