AN ACT concerning 1 
 
Commercial Driver’s Licenses – Out–of–State Residents – School Buses or 2 
Passenger Vehicles 3 
 
FOR the purpose of authorizing the Motor Vehicle Administration to issue a Class B 4 
commercial driver’s license with a school bus or passenger vehicle endorsement to 5 
certain nonresidents of the State; and generally relating to commercial driver’s 6 
licenses. 7

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18 
That the Laws of Maryland read as follows: 19

 (e) (1) In addition to the requirements contained in subsections (a), (b), and (c) 22 
of this section, an operator must obtain State–issued endorsements of an operator’s 23 
commercial driver’s license to operate commercial motor vehicles which are: 24

 (i) Double/triple trailers; 1 
 
 (ii) Vehicles designed to transport 16 or more passengers including 2 
the driver (passenger vehicles); 3 
 
 (iii) School buses; or 4 
 
 (iv) Tank vehicles. 5 
 
 (2) A school bus endorsement authorized under this subsection is also an 6 
endorsement for vehicles designed to transport 16 or more passengers including the driver 7 
(passenger vehicles). 8 
 
16–817. 9 
 
 (a) Except as provided in subsections (b) [and], (c), AND (D) of this section, the 10 
Administration may not issue a commercial driver’s license or a commercial driver’s 11 
instructional permit to any individual: 12 
 
 (1) Who is not a resident of Maryland; and 13 
 
 (2) Who is not at least 21 years of age. 14 
 
 (b) The Administration may issue a Class A, B, or C commercial driver’s license 15 
or a commercial driver’s instructional permit to an individual under the age of 21, if the 16 
individual is at least 18 years of age. The license: 17 
 
 (1) May not include a hazardous materials endorsement; 18 
 
 (2) May not be valid for commercial interstate operation except as 19 
permitted by 49 C.F.R. Parts 390 to 399; and 20 
 
 (3) Shall be valid for commercial intrastate and all noncommercial 21 
operation. 22 
 
 (c) Consistent with the Code of Federal Regulations, the Administration may 23 
issue a commercial driver’s license to an applicant domiciled in a foreign country. 24 
 
 (D) THE ADMINISTRATION MAY IS SUE A CLASS B COMMERCIAL DRIVER ’S 25 
LICENSE WITH ADDITIONAL STATE–ISSUED ENDORSEMENTS TO OPERATE SCHOOL 26 
BUSES OR PASSENGER VEHICLES T O AN INDIVIDUAL WHO: 27 
 
 (1) IS NOT A RESIDENT OF MARYLAND; AND 28 
   	SENATE BILL 884 	3 
 
 
 (2) HOLDS THE EQUIVALENT OF A CLASS B COMMERCIAL DRIVER ’S 1 
LICENSE, AND THE APPROPRIATE EQUIVALENT ENDORSEME NTS, FROM THE 2 
DRIVER’S LICENSING AUTHORITY OF A NEIGHBORING STATE. 3 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 4 
October 1, 2025. 5
