A BILL ENTITLED 
 
AN ACT concerning 1 
 
Education – Artificial Intelligence – Guidelines, Professional Development, and 2 
Task Force 3 
 
FOR the purpose of requiring the State Department of Education, in consultation with the 4 
State Board of Education and the Task Force on Artificial Intelligence in K–12 5 
Education, to develop or update certain guidance and strategies on artificial 6 
intelligence for county boards of education; requiring the State Department of 7 
Education, in consultation with the Department of Information Technology, to 8 
develop and update annually a list of approved artificial intelligence tools; requiring 9 
each county board to designate an employee to facilitate the use of artificial 10 
intelligence in the local school system and to conduct an annual inventory of systems 11 
that employ artificial intelligence; requiring the Career and Technical Education 12 
Committee to ensure that artificial intelligence literacy is a component of workforce 13 
preparation; requiring the State Department of Education, in consultation with 14 
certain entities, to develop and administer a certain artificial intelligence needs 15 
assessment; requiring the State Department of Education to promote training and 16 
workforce development in artificial intelligence; establishing the Task Force on 17 
Artificial Intelligence in K–12 Education; and generally relating to artificial 18 
intelligence in primary and secondary education. 19

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 26

 (C) “CTE COMMITTEE” MEANS THE CAREER AND TECHNICAL EDUCATION 7 
COMMITTEE ESTABLISHED UNDER § 21–209 OF THIS ARTICLE. 8

 (A) (1) ON OR B EFORE AUGUST 1, 2026, THE DEPARTMENT , IN 10 
CONSULTATION WITH TH E STATE BOARD AND THE TASK FORCE ON ARTIFICIAL 11 
INTELLIGEN CE IN K–12 EDUCATION, SHALL DEVELOP OR UPDATE K–12 GUIDANCE 12 
ON CLASSROOM USE AND IMPLEMENTATION OF AR TIFICIAL INTELLIGENC E THAT: 13 
 
 (I) PROMOTES THE SAFE , RESPONSIBLE , AND ETHICAL USE OF 14 
ARTIFICIAL INTELLIGE NCE;  15 
 
 (II) EMPHASIZES STUDENTS A ND TEACHERS AT THE C ENTER OF 16 
EDUCATIONAL TECHNOLO GY; AND 17 
 
 (III) PRIORITIZES THE EDUCA TIONAL NEEDS OF STUD ENTS 18 
USING EVIDENCE –BASED APPROACHES AND METHODOLOGIES . 19 
 
 (2) THE DEPARTMENT , IN CONSULTATION WITH OTHER INTERESTED 20 
STAKEHOLDE RS, SHALL PUBLISH ON ITS WEBSITE SEPAR ATE GUIDANCE FOR 21 
STUDENTS, TEACHERS, AND ADMINISTRATORS .  22 
 
 (B) (1) THE DEPARTMENT SHALL DEVE LOP STRATEGIES TO AS SIST 23 
COUNTY BOARDS AND CO	UNTY SUPERINTENDENTS TO IMPLEMENT THE 24 
GUIDELINES, STANDARDS, AND BEST PRACTICES DEVEL OPED BY THE DEPARTMENT 25 
UNDER THIS SECTION . 26 
 
 (2) (I) THE DEPARTMENT , IN CONSULTATION WITH THE 27 
DEPARTMENT OF INFORMATION TECHNOLOGY , SHALL DEVELOP AND ANNUALLY 28 
UPDATE A LIST OF COMMONLY A VAILABLE ARTIFICIAL INTELLIGENCE TOOLS 29

 (II) THE DEPARTMENT SHALL ENSU RE THAT ARTIFICIAL 1 
INTELLIGENCE TOOLS A PPROVED UNDER SUBPARAGRAPH (I) OF THIS PARAGRAPH 2 
SAFEGUARD PRIVACY AN D SECURITY. 3 
 
 (C) EACH COUNTY BOARD SHA LL DESIGNATE AN EMPL OYEE TO FACILITATE 4 
THE PRODUCTIVE A ND ETHICAL USE OF SY STEMS OF ARTIFICIAL INTELLIGENCE IN 5 
THE LOCAL SCHOOL SYS TEM. 6 
 
 (D) ON OR BEFORE OCTOBER 1, 2025, THE CTE COMMITTEE SHALL 7 
ENSURE THAT ARTIFICI AL INTELLIGENCE LITE RACY IS A COMPONENT OF 8 
WORKFORCE PREPARATIO N. 9 
 
 (E) (1) THE DEPARTMENT , IN CONSULTATION WITH TH E MARYLAND 10 
ASSOCIATION OF BOARDS OF EDUCATION, THE MARYLAND STATE EDUCATION 11 
ASSOCIATION, AND THE PUBLIC SCHOOL SUPERINTENDENTS ’ ASSOCIATION OF 12 
MARYLAND, SHALL DEVELOP AND AD MINISTER A STATEWIDE ARTIFICIAL 13 
INTELLIGENCE NEEDS A SSESSMENT T O DETERMINE THE CAPA CITY OF LOCAL 14 
SCHOOL SYSTEMS TO IN TEGRATE ARTIFICIAL I NTELLIGENCE . 15 
 
 (2) THE NEEDS ASSESSMENT SHOULD IDENTIFY WHETHER LOC AL 16 
SCHOOL SYSTEMS NEED SUPPORT IN INTEGRATI NG ARTIFICIAL INTELL IGENCE, 17 
INCLUDING THE TYPE AND LEVEL O F SUPPORT. 18 
 
 (F) ON OR BEFORE JULY 1, 2026, AND EACH JULY 1 THEREAFTER , EACH 19 
COUNTY BOARD SHALL REPORT TO THE DEPARTMENT ON: 20 
 
 (1) PRODUCTS THE LOCAL SCHOOL SYS TEM HAS PURCHASED IN THE 21 
PRIOR SCHOOL YEAR TH AT INCLUDE SIGNIFICA NT USE OF ARTIFICIAL 22 
INTELLIGENCE ; 23 
 
 (2) USE OF ARTIFICIAL INT ELLIGENCE TO ASSIST TEACHERS; 24 
 
 (3) USE OF ARTIFICIAL INT ELLIGENCE TO ASSIST STUDENTS; 25 
 
 (4) RESULTS OF STUDENT PE RFORMANCE DIRECTLY R ELATED TO 26 
THE USE OF ARTIFICIAL IN TELLIGENCE IN THE CL ASSROOM; AND 27 
 
 (5) COMPLIANCE WITH STATE DATA PRIVACY LAWS. 28 
 
 (G) ON OR BEFORE AUGUST 1, 2026, THE DEPARTMENT SHALL REPO RT TO 29 
THE GENERAL ASSEMBLY, IN ACCORDANCE WITH § 2–1257 OF THE STATE 30  4 	SENATE BILL 906

 (A) THE DEPARTMENT SHALL PROMOTE TRAINING AND WORKFORCE 4 
DEVELOPMENT IN ARTIF ICIAL INTELLIGENCE . 5 
 
 (B) PROFESSIONAL DEVELOPM ENT IN ARTIFICIAL INTELLI GENCE FOR 6 
TEACHERS AND ADMINIS TRATORS SHALL INCLUDE : 7 
 
 (1) COURSES ON ARTIFICIAL INTELLIGENCE ; 8 
 
 (2) TRAINING FOR TEACHERS AND ADMINISTRATORS T O LEARN TO 9 
TRAIN OTHER TEACHERS AND ADMINISTRATORS R ELATED TO ARTIFICIAL 10 
INTELLIGENCE ; AND 11 
 
 (3) MONTHLY WEBINARS . 12 
 
 (C) FUNDS FOR PROFESSIONA	L DEVELOPMENT IN ARTIFICIAL 13 
INTELLIGENCE FOR TEA CHERS AND ADMINISTRATORS SHALL BE AS PROVIDED IN 14 
THE STATE BUDGET . 15 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That: 16 
 
 (a) There is a Task Force on Artificial Intelligence in K–12 Education. 17 
 
 (b) The Task Force consists of the following members: 18 
 
 (1) the State Superintendent, or the State Superintendent’s designee; 19 
 
 (2) the Executive Director of the Maryland Association of Boards of 20 
Education, or the Executive Director’s designee; 21 
 
 (3) the President of the Maryland State Education Association, or the 22 
President’s designee; 23 
 
 (4) the President of the Maryland Association of School Personnel 24 
Administrators, or the President’s designee; 25 
 
 (5) the Executive Director of the Public School Superintendents’ 26 
Association of Maryland, or the Executive Director’s designee;  27 
 
 (6) a teacher, student, or parent from each local school system, appointed 28 
by the county superintendent; and 29   	SENATE BILL 906 	5 
 
 
 
 (7) the employees designated by the county boards under § 7–2202(c) of the 1 
Education Article, as enacted by Section 1 of this Act. 2 
 
 (c) It is the intent of the General Assembly that the teachers appointed or 3 
designated to the Task Force shall represent diverse subject areas. 4 
 
 (d) The State Superintendent of Schools shall designate the chair of the Task 5 
Force from the Department and may establish subcommittees of the Task Force. 6 
 
 (e) The Department: 7 
 
 (1) shall provide staff for the Task Force; and 8 
 
 (2) may partner or contract with an organization to support the Task Force. 9 
 
 (f) A member of the Task Force: 10 
 
 (1) may not receive compensation as a member of the Task Force; but 11 
 
 (2) is entitled to reimbursement for expenses under the Standard State 12 
Travel Regulations, as provided in the State budget. 13 
 
 (g) The Task Force shall: 14 
 
 (1) study the uses of artificial intelligence in each local school system, 15 
including a review of innovation by industry and philanthropic support of schools in the 16 
use of artificial intelligence; and 17 
 
 (2) make findings and recommendations regarding:  18 
 
 (i) the development or update of guidance and best practices for 19 
county boards under § 7–2202 of the Education Article, as enacted by Section 1 of this Act;  20 
 
 (ii) the implementation of best practices for relevant professional 21 
development;  22 
 
 (iii) the development and administration of the statewide artificial 23 
intelligence needs assessment; and  24 
 
 (iv) the adoption of policies and procedures regarding the 25 
development, procurement, implementation, utilization, and ongoing assessment of 26 
systems that employ artificial intelligence by a county board. 27 
 
 (h) The Task Force shall coordinate with the Department, the CTE Committee, 28 
and the CTE Skills Standards Advisory Committee to provide recommendations for 29  6 	SENATE BILL 906  
 
 
integrating artificial intelligence into the college and career readiness standards 1 
established by the State Board under § 7–205.1 of the Education Article.  2 
 
 (i) On or before January 1, 2026, based on best practices from across the country, 3 
the Task Force shall create a document with examples of artificial intelligence integrated 4 
into curriculum, including examples for: 5 
 
 (1) elementary, middle, and high school curriculum; and 6 
 
 (2) all subject areas represented in the courses required for graduation. 7 
 
 (j) On or before December 1, 2026, the Task Force shall report its findings and 8 
recommendations to the Governor and, in accordance with § 2–1257 of the State 9 
Government Article, the General Assembly. 10 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect June 11 
1, 2025. Section 2 of this Act shall remain effective for a period of 1 year and 8 months and, 12 
at the end of January 31, 2027, Section 2 of this Act, with no further action required by the 13 
General Assembly, shall be abrogated and of no further force and effect. 14
