2 That the Secretary of State shall study protocols and traditions used in this 
3 jurisdiction and the use of alternative flags in other jurisdictions for the appropriate use, 
4 including particular occasions and facilities, of the former state flag that was in use prior 
5 to 1909, in conjunction with or in place of the state flag under the Maine Revised Statutes, 
6 Title 1, section 206.
7 That the design of the former state flag under 
8 section 1 must be buff, charged with the emblem of the State, a pine tree proper, in the 
9 center, and the North Star, a mullet of 5 points, in blue in the upper corner; the star to be 
10 equidistant from the hoist and the upper border of the flag, the distance from the 2 borders 
11 to the center of the star being equal to about 1/4 of the hoist, this distance and the size of 
12 the star being proportionate to the size of the flag.
13 That the Secretary of State shall adopt rules for the 
14 appropriate use of the former state flag that was in use prior to 1909 based upon the study 
15 in section 1. Rules adopted pursuant to this section are routine technical rules as defined in 
16 the Maine Revised Statutes, Title 5, chapter 375, subchapter 2-A.

18 This resolve directs the Secretary of State to study the appropriate use for the former 
19 state flag, flown prior to 1909, on certain occasions and at certain facilities in conjunction 
20 with or in place of the state flag and to adopt routine technical rules to implement the 
21 findings of the study.
