Fiscal Detail and Notes
Increasing the contract price from $10,000 to $15,000 that a residential general contractor may not exceed in 
performing residential construction without a license issued by the Residential Construction Board and exempting 
contractors providing services to the Efficiency Maine Trust or the Maine State Housing Authority will reduce the 
amount of revenue received by the board from initial licensing and renewal fees due to fewer licenses being issued 
and renewed.  This fiscal note assumes that the provisions in this amendment will reduce the number of contractors 
that will be required to be licensed from 600 to 540, or 10%.  It also assumes the same reduction for renewals and new 
licenses in future years.  The reduction in dedicated revenue is estimated to be approximately $15,000 in fiscal year 
2025-26 and $6,350 per year beginning in fiscal year 2026-27. The reduction in revenue will increase the amount of 
General Fund monies that will need to be transferred to support the work of the board.
