An Act to Support Healthy Meal Programs in Maine Schools by 
Allowing the School Revolving Renovation Fund to Make Loans to 
Repair and Renovate School Kitchens and Cafeterias

2 as enacted by PL 2023, c. 457, §1, is 
3 amended to read:
4 B.  Improve food safety in school kitchens and cafeterias; and
5 as enacted by PL 2023, c. 457, §1, is 
6 amended to read:
7 C.  Support the maintenance and expansion of the National School Lunch Program and 
8 the School Breakfast Program within the school administrative unit; and.
9 as enacted by PL 2023, c. 457, §1, is 
10 repealed.
11 as amended by PL 2019, c. 343, Pt. 
12 ZZZZ, §1, is further amended by amending subparagraph (1) to read:
13 (1)  The following repair and renovation needs receive Priority 1 status:
14 (a)  Repair or replacement of a roof on a school building;
15 (b)  Bringing a school building into compliance with the federal Americans 
16 with Disabilities Act, 42 United States Code, Section 12101 et seq. of 1990;
17 (c)  Improving air quality in a school building;
18 (d)  Removing or abating hazardous materials in a school building, including, 
19 but not limited to, water lead abatement or mitigation pursuant to Title 22, 
20 section 2604‑B; and
21 (f) Undertaking other health, safety and compliance repairs, including 
22 installations or improvements necessary to increase school facility security.; 
23 and
24 (g)  Renovating school kitchens and cafeterias and replacing or adding kitchen 
25 equipment to facilitate the serving of meals to students.
26 The following appropriations and 
27 allocations are made.

30 Initiative: Provides base allocations to authorize expenditures in the event funds are 
31 received from federal grants.

37 Initiative: Provides one-time funds for grants to eligible school administrative units to 
38 purchase school kitchen and cafeteria equipment, improve food safety in school kitchens

40 Program and the federal School Breakfast Program within the school administrative units.

9 This bill adds renovating school kitchens and cafeterias and replacing or adding kitchen 
10 equipment to facilitate the serving of meals to students to the purposes of the School 
11 Revolving Renovation Fund. The bill also removes from the School Meal Equipment and 
12 Program Improvement Fund reimbursement for food costs related to medically necessary 
13 dietary restrictions of students from the approved uses of grants provided by that fund. The 
14 bill also provides appropriations and allocations to the School Meal Equipment and 
15 Program Improvement Fund.
