How to Effectively Allow 2 Licensed Individuals to Fish for Lobsters 
or Scallops from a Single Vessel

2 the Department of Marine Resources shall evaluate how 2 individuals who each hold a 
3 valid Class I, Class II or Class III lobster and crab fishing license may fish for or take 
4 lobsters from a single vessel without this resulting in increased harvest. In completing its 
5 review, the department may consult with and seek input from the Lobster Advisory Council 
6 established in the Maine Revised Statutes, Title 12, section 6462-A and lobster 
7 management policy councils established pursuant to Title 12, section 6447. The department 
8 shall convey findings and recommendations to the Atlantic States Marine Fisheries 
9 Commission.

12 scallop dragging license may fish for or take scallops from a single vessel without this 
13 resulting in increased harvest. The department shall convey findings and recommendations 
14 to the Atlantic States Marine Fisheries Commission.

16 a report to the Joint Standing Committee on Marine Resources by January 14, 2026 
17 describing the review process in sections 1 and 2. The report must include information on 
18 the department's consultation with the Atlantic States Marine Fisheries Commission and 
19 may include suggested legislation. The committee may report out a bill based on the report 
20 to the Second Regular Session of the 132nd Legislature.

22 This resolve directs the Department of Marine Resources to evaluate how 2 licensed 
23 individuals may fish for or take lobsters from a single vessel or fish for or take scallops 
24 from a single vessel without this resulting in an increased harvest. The department must 
25 convey findings and recommendations to the Atlantic States Marine Fisheries Commission 
26 as part of the department's review. The department is directed to submit a report to the Joint 
27 Standing Committee on Marine Resources no later than January 14, 2026 and authorizes 
28 the committee to report out a bill based on the report to the Second Regular Session of the 
29 132nd Legislature.
