5 personnel to create a pathway for a teacher to obtain a conditional certificate and a pathway 
6 for a teacher to obtain an endorsement on a teaching certificate for a component of 
7 industrial arts as defined by the department with an experiential laboratory that includes, 
8 but is not limited to, automotive body repair, diagnostics and mechanics; welding; 
9 electrical; carpentry; and computer-aided design.  An endorsement under this subsection 
10 must be separate from other endorsements. At a minimum, rules adopted pursuant to this 
11 subsection to obtain a conditional certificate must include the following qualifications:
12 A. A completed apprenticeship registered with a statewide or national apprenticeship 
13 and training organization;
14 B. A completed 2-year degree or certificate from a technical institution accredited by 
15 a national association of career and technical schools or similar organization; and
16 C. Completion of a minimum of 36 months of paid work experience or teaching 
17 experience in a career and technical endorsement area, of which a minimum of 12 
18 months was:
19 (1)  At a supervisory level; and
20 (2) Completed during the 5 years immediately preceding application for a 
21 conditional certificate or endorsement under this subsection.
22 Rules adopted pursuant to this subsection are major substantive rules as defined in Title 5, 
23 chapter 375, subchapter 2-A.

25 This bill directs the State Board of Education to adopt rules to amend the credentialing 
26 of educational personnel to create a pathway for a teacher to obtain a conditional certificate 
27 and a pathway for a teacher to obtain an endorsement on a teaching certificate for a 
28 component of industrial arts with an experiential laboratory.
