Resolve, Directing the Secretary of State to Develop a Plan for a 
Multiyear Registration System for National Car Rental Companies

2 renewal and management process for entities that own and rent large numbers of motor 
3 vehicles; and
4 the Secretary of State previously developed and implemented a successful 
5 long-term registration program for trailers and semitrailers nationwide pursuant to the 
6 Maine Revised Statutes, Title 29-A, section 512 that has generated significant income for 
7 the State; and
8 other states have implemented a multiyear registration system for motor 
9 vehicles that has simplified the registration and management of motor vehicle rentals for 
10 national car rental companies in those states and in turn has generated funds in registration 
11 fees and excise taxes; now, therefore, be it
12  That the Department 
13 of the Secretary of State, Bureau of Motor Vehicles shall develop a plan for the creation of 
14 a multiyear registration system for rental passenger vehicles. In developing this plan, the 
15 bureau shall seek input from the Department of Public Safety, Bureau of State Police, 
16 national car rental companies, municipalities and other relevant stakeholders and review 
17 existing multiyear registration systems that have been implemented in other states.
18  That the Secretary of State shall submit the 
19 plan developed pursuant to section 1 along with legislation necessary to accomplish the 
20 objectives outlined in the plan to the Joint Standing Committee on Transportation by 
21 December 3, 2025.

23 This resolve requires the Department of the Secretary of State, Bureau of Motor 
24 Vehicles to develop a plan for the creation of a multiyear registration system for rental 
25 passenger vehicles. It requires the Secretary of State to submit the plan to the Joint Standing 
26 Committee on Transportation by December 3, 2025.
