4 Notwithstanding any provision of law to the contrary, a school administrative unit may 
5 not conduct an evaluation of a student that includes testing of intellectual, emotional, 
6 behavioral, psychological or physical development or is for the purpose of diagnosing an 
7 intellectual, emotional, behavioral, psychological or physical condition without first 
8 obtaining the signed, written consent of the student's parent or legal guardian.

10 This bill prohibits school administrative units from conducting student evaluations that 
11 include testing of intellectual, emotional, behavioral, psychological or physical 
12 development or are for the purpose of diagnosing an intellectual, emotional, behavioral, 
13 psychological or physical condition without first obtaining parental consent.
