11 The Maine Coordinating Council on Access and Mobility Management, established in 
12 Title 5, section 12004-L, subsection 14, is established to issue policy recommendations and 
13 undertake activities that improve the efficiency, accessibility and availability of 
14 transportation for transportation-disadvantaged populations and shall serve as an advisory 
15 council to the Department of Transportation and the Maine Office of Community Affairs 
16 established in Title 5, section 3202.

18 following terms have the following meanings.
19 A. "Council" means the Maine Coordinating Council on Access and Mobility 
20 Management under this section.
21 B.  "Mobility management" means management that focuses on meeting individuals' 
22 needs through a wide range of transportation options and service providers and on 
23 coordinating these services and providers to achieve a more efficient transportation 
24 service delivery system.
25 C.  "Mobility management hub" means a transportation hub that allows individuals to 
26 access multiple modes of transportation in one location and is designed to be 
27 welcoming and accessible to individuals of all mobility abilities.
28 D.  "Transportation-disadvantaged populations" means populations of individuals who 
29 because of physical or mental disability, income status or age are unable to transport 
30 themselves or purchase transportation and as a result are dependent upon others to 
31 obtain access to health care, employment, education, shopping, social activities or other 
32 life-sustaining activities.
33The council consists of 6 members as follows:
34 A.  The Commissioner of Transportation or the commissioner's designee;
35 B.  The Commissioner of Health and Human Services or the commissioner's designee;
36 C.  The Commissioner of Education or the commissioner's designee;
37 D.  The Commissioner of Labor or the commissioner's designee;

1 E. The Commissioner of Economic and Community Development or the 
2 commissioner's designee; and
3 F.  The executive director of the Maine Turnpike Authority.
4 The council shall annually elect a chair 
5 and vice-chair from among its members, each of whom serves a term of one year.  The 
6 Department of Transportation shall staff and convene meetings of the council.
7The council shall:
8 A.  Build interagency coordination between the Department of Transportation and the 
9 Department of Health and Human Services, the Department of Education, the 
10 Department of Labor, the Department of Economic and Community Development and 
11 other state agencies to increase efficiency and coordination of transportation funding 
12 in the State;
13 B. Establish a mobility management approach among the state agencies under 
14 paragraph A to increase efficiency, accessibility and sustainability of transportation 
15 statewide and in regions across the State:
16 C.  Establish mobility management hubs in 8 regions across the State to make more 
17 efficient use of resources and leverage federal funds for public and community 
18 transportation;
19 D.  Use federal guidance to remove barriers to cost sharing in the State; and
20 E.  Establish a timeline and a staffing and work plan for transportation coordination 
21 activities between the Department of Transportation and the Department of Health and 
22 Human Services and other state agencies.

24 Transportation shall appoint a state coordinator of mobility management located within the 
25 Department of Transportation and the Maine Office of Community Affairs to support the 
26 establishment of mobility management hubs in regions across the State and to serve as a 
27 liaison to state agencies to support and advise on transportation access efforts.

29 This bill establishes the Maine Coordinating Council on Access and Mobility 
30 Management to issue policy recommendations and undertake activities that improve the 
31 efficiency, accessibility and availability of transportation for transportation-disadvantaged 
32 populations.
