4 of value that is displayed, held, stored or offered by a retailer for retail sale to consumers.  
5 "Retail merchandise" includes, but is not limited to, tangible personal property, gift cards, 
6 electronics and commodities.

8 This bill enacts a definition of "retail merchandise" to include the theft of gift cards, 
9 among other things, in the crime of organized retail theft.
