Page 1 - 132LR1276(01)1 acts and resolves of the Legislature do not 2 become effective until 90 days after adjournment unless enacted as emergencies; and 3 Maine was accepted into the federal certified community behavioral health 4 clinic Medicaid demonstration program in June 2024; 5 6 behavioral health services in the State and deliver effective evidence-based treatments for 7 mental health and substance use disorder to residents in their local communities; 8 this legislation must take effect before the expiration of the 90-day period 9 to address the critical need for additional funding to support full implementation of the 5 10 certified community behavioral health clinics in the State; and 11 in the judgment of the Legislature, these facts create an emergency within 12 the meaning of the Constitution of Maine and require the following legislation as 13 immediately necessary for the preservation of the public peace, health and safety; now, 14 therefore, be it 15 That the following 16 appropriations and allocations are made. 17 18 19 Initiative: Provides one-time funding to support the full implementation of the 5 certified 20 community behavioral health clinics certified by the State as part of the federal certified 21 community behavioral health clinic Medicaid demonstration program, including hiring 22 clinical and administrative staff critical to the success of the program. The funding must 23 support enhancement of the department's proposed certified community behavioral health 24 clinic rate methodology, including increasing wages for new clinical positions that require 25 graduate-level education from 100% to 125% of the state median wage as reported by the 26 United States Department of Labor, Bureau of Labor Statistics and increasing wages for 27 new administrative positions from 75% to 100% of the state median wage as reported by 28 the United States Department of Labor, Bureau of Labor Statistics.
