the Commissioner of Marine Resources

2 That the Department of Marine Resources shall conduct a 
3 study to determine the level of stakeholder input involved in the appointment of the 
4 Commissioner of Marine Resources and how that input may be expanded.  In conducting 
5 the study, the department shall solicit the participation of individuals with backgrounds in 
6 the following fisheries:
7 1.  Inshore and offshore lobsters;
8 2.  Clams, including quahogs;
9 3.  Elvers;
10 4.  Menhaden;
11 5.  Sea urchins;
12 6.  Scallops and oysters;
13 7.  Shrimp; and
14 8.  Halibut.
15 The department shall also solicit the participation of individuals with backgrounds in 
16 gill net fishing, dragging and aquaculture and at least one member of a fisheries union.
17 That, by December 3, 2025, the Department of Marine 
18 Resources shall submit a report based on its study in section 1 to the Joint Standing 
19 Committee on Marine Resources.  The committee is authorized to submit legislation related 
20 to the report to the Second Regular Session of the 132nd Legislature.

22 This resolve directs the Department of Marine Resources to study the level of 
23 stakeholder input involved in the appointment of the Commissioner of Marine Resources 
24 and how that input may be expanded.  The department is required to submit a report by 
25 December 3, 2025 to the Joint Standing Committee on Marine Resources, which may 
26 submit legislation related to the report to the Second Regular Session of the 132nd 
27 Legislature.
