11 HOUSE BILL NO. 5098 A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1280h. the people of the state of michigan enact: Sec. 1280h. (1) The superintendent of public instruction shall appoint 10 members to an advisory committee within the department that shall aid the department as described in section 1280f, as appropriate. The advisory committee must consist of the following 10 members: (a) One member with experience working in the field of dyslexia intervention, as determined by the superintendent of public instruction, who is employed by the department or an entity that represents the interests of school board members or school administrators. (b) One member from an institution of higher education with expertise in dyslexia screening and evidence-based instructional methods and features of evidence-based interventions and who is conversant in current research related to dyslexia, as determined by the superintendent of public instruction. (c) Two members who are or have been employed by a school district, intermediate school district, or public school academy and who have expertise in dyslexia screening and evidence-based instructional methods and features of evidence-based interventions, as determined by the superintendent of public instruction. (d) One member who is an individual with a dyslexia diagnosis or is the parent or legal guardian of an individual with a dyslexia diagnosis. (e) One member who is a speech-language pathologist with expertise in the characteristics of dyslexia and structured language and literacy. (f) One member who represents the interests of the Michigan Association of School Psychologists and who has expertise in the characteristics of dyslexia and structured language and literacy. (g) One member with expertise in evidence-based literacy instruction for English language learners and working with students who are learning and progressing as readers in English while learning to speak, write, and understand English. (h) Two members selected by the department who meet the criteria of any of the members described in subdivisions (a) to (g). (2) As used in this section, "dyslexia" and "structured language and literacy" mean those terms as defined in section 1280f. Enacting section 1. This amendatory act does not take effect unless all of the following bills of the 102nd Legislature are enacted into law: (a) Senate Bill No.____ or House Bill No.____ (request no. 02099'23). (b) Senate Bill No.____ or House Bill No.____ (request no. 02100'23). (c) Senate Bill No.____ or House Bill No.____ (request no. 02101'23).
