| 1 | 1 | | HOUSE BILL NO. 5220 A bill to amend 1939 PA 3, entitled "An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the powers and duties of certain state governmental officers and entities; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy conservation programs permitted under state law for certain federal exemption; to create a fund; to encourage the utilization of resource recovery facilities; to prohibit certain acts and practices of providers of energy; to allow for the securitization of stranded costs; to reduce rates; to provide for appeals; to provide appropriations; to declare the effect and purpose of this act; to prescribe remedies and penalties; and to repeal acts and parts of acts," (MCL 460.1 to 460.11) by adding section 6y. the people of the state of michigan enact: Sec. 6y. (1) By January 1, 2025, the commission shall, in conjunction with electric utilities, natural gas utilities, and the department of state police, create a workgroup to do both of the following: (a) Create standardized best practices that first responders may follow during extreme weather events. (b) Create a standardized emergency training policy for first responders during extreme weather events. (2) By January 1, 2025, the emergency management and homeland security division of the department of state police shall identify or help establish resiliency hubs in local municipalities. There must be at least 1 resiliency hub for every 100,000 residents in a county with a population of more than 100,000. In a county with a population of 100,000 or less but more than 50,000, there must be at least 1 resiliency hub per 50,000 residents. (3) As used in this section, "extreme weather event" means an unusually severe weather or climate condition that impacts grid stability and results in devastating impacts on communities, agriculture, or natural ecosystems. Extreme weather events may be short-lived and include events such as heat waves, freezes, heavy downpours, tornadoes, tropical cyclones, or floods or may emerge from an accumulation of events that persist over a longer period of time. Enacting section 1. This amendatory act does not take effect unless all of the following bills of the 102nd Legislature are enacted into law: (a) Senate Bill No.____ or House Bill No. 5216 (request no. 04427'23 *).
