| 1 | 1 | | HOUSE BILL NO. 5567 A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding section 5543; and to repeal acts and parts of acts. the people of the state of michigan enact: Sec. 5543. (1) As used in this section, "covered material" means concrete, steel, glass, wood, or polyvinyl chloride. (2) By December 1, 2024, the department shall submit to the governor and legislature a report on all of the following: (a) The use of environmental product declarations to measure the climate impact of covered materials procured by this state. (b) The use of performance incentives to encourage adoption of low-carbon covered materials and methods by manufacturers that provide covered materials for state-funded projects. (c) The establishment of expedited product evaluation, testing, and approval protocols for low-carbon covered materials. (d) The use of methods of compliance, including, but not limited to, maximum covered material content specifications and specifications based on maximum potential for global warming. (3) In preparing the report, the department shall do both of the following: (a) Consider environmental and health and safety impacts. (b) Consult with any relevant associations that set industry standards for the procurement of low-carbon covered materials and with affected contractors and subcontractors. (4) This section is repealed effective May 1, 2025. |
