11 HOUSE BILL NO. 5670 A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 16112. the people of the state of michigan enact: Sec. 16112. (1) Beginning January 1, 2025, and by May 1 of each subsequent year, the department, shall review the process for licensure or registration of 25% of health professions and submit a report to the members of the senate and house of representatives that contains all of the following: (a) A recommendation on whether the process for licensure or registration should be modified or remain the same. (b) A recommendation on whether the granting of a license or registration for a health profession should be eliminated. (c) A recommendation on whether the granting of a license or registration for a health profession is necessary, outdated, or duplicative. (d) The fiscal impact of the process for licensure or registration on the department. (e) The fiscal impact of the granting of a license or registration for a health profession on a person, including, but not limited to, if the granting has a disproportionate impact on a business of a certain size, industry, or geographic area of this state. (f) Whether the granting of a license or registration for a health profession has caused wage loss, job loss, or a restriction on a job in a high-need field in this state. As used in this subdivision, "high-need field" means an essential industry as identified through the futures for frontliners program operated by the department of labor and economic opportunity. (2) The department shall review all of the health professions by not later than May 1, 2028.
