---|
9 | 9 | | 1.9 Subdivision 1.Implementation, maintenance, and use of platform.The board must |

10 | 10 | | 1.10purchase, implement, and maintain a secure, multijurisdiction communications and patient |

11 | 11 | | 1.11logistics platform that is capable of providing patient tracking, facilitating the provision of |
---|
12 | 12 | | 1.12telehealth services, providing information necessary for appropriate destination selection |

13 | 13 | | 1.13by ambulance service personnel, and collecting information needed to support additional |
---|
14 | 14 | | 1.14developments in time-sensitive systems of care. The platform must be available for use by |

15 | 15 | | 1.15entities that include but are not limited to ambulance services licensed under this chapter, |

16 | 16 | | 1.16regional emergency medical services systems designated under section 144E.50, health care |

17 | 17 | | 1.17providers involved with emergency medical services integration and care, and medical |

18 | 18 | | 1.18resource communication centers. The platform must contain functionalities that are scalable |

19 | 19 | | 1.19to address routine, daily operations; pandemic response; mass casualty incidents; special |

20 | 20 | | 1.20events; and natural disasters. |

21 | 21 | | 1.21 Subd. 2.Grants.The board may distribute grants on an annual basis to regional |

22 | 22 | | 1.22emergency medical services systems designated under section 144E.50 to be used to support |

39 | 39 | | 2.7Emergency Medical Services Regulatory Board must purchase and develop an |

40 | 40 | | 2.8implementation strategy for a multijurisdiction communications and patient logistics platform |
---|
41 | 41 | | 2.9that meets the requirements of Minnesota Statutes, section 144E.122. |
---|
42 | 42 | | 2.10 Subd. 2.Evaluation.The board must establish a process to evaluate and implement the |
---|
43 | 43 | | 2.11most practicable platform available that will interact with all levels of licensed ambulance |
---|
44 | 44 | | 2.12services in the state. When evaluating platforms for purchase, the board must consider the |
---|
45 | 45 | | 2.13ability of the platform to: |
---|
46 | 46 | | 2.14 (1) assist with migrating surges of patients to acute care facilities; |
---|
47 | 47 | | 2.15 (2) assist with responding to overcrowding at acute care facilities, including situations |
---|
48 | 48 | | 2.16in which patients cannot be transferred; |
---|
49 | 49 | | 2.17 (3) assist with appropriate load-leveling within licensed health care facilities; and |
---|
50 | 50 | | 2.18 (4) provide information to allow more timely inpatient placements and more timely, |
---|
51 | 51 | | 2.19in-place mental health and substance use assessments. |

52 | 52 | | 2.20 Sec. 3. APPROPRIATIONS. |
---|
53 | 53 | | 2.21 $950,000 in fiscal year 2024 and $950,000 in fiscal year 2025 are appropriated from the |

54 | 54 | | 2.22general fund to the Emergency Medical Services Regulatory Board for costs of the |
---|
55 | 55 | | 2.23multijurisdiction communications and patient logistics platform. Of these amounts: |

56 | 56 | | 2.24 (1) $750,000 in fiscal year 2024 and $750,000 in fiscal year 2025 are for the board to |
---|
57 | 57 | | 2.25purchase and implement the multijurisdiction communications and patient logistics platform |
---|
58 | 58 | | 2.26under Minnesota Statutes, section 144E.122, subdivision 1; |

59 | 59 | | 2.27 (2) $180,000 in fiscal year 2024 and $180,000 in fiscal year 2025 are for grants under |
