99 1.9NONCITIZENS PROHIBITED.​
10-1.10 (a) Notwithstanding any law to the contrary, noncitizens of the United States who are​

15-1.15or assistance to demonstrate residence in Minnesota. For such programs, the administering​

17-1.17demonstrating that the recipient is:​
18-1.18 (1) a citizen or national of the United States; or​
19-1.19 (2) an alien lawfully present in the United States.​
20-1.20 EFFECTIVE DATE.This section is effective the day following final enactment.​
21-1.21 Sec. 2. Minnesota Statutes 2024, section 136A.1465, subdivision 1, is amended to read:​
22-1.22 Subdivision 1.Definitions.The following terms have the meanings given:​

49-2.15 (3) "other expenses" includes books, required supplies, child care, emergency assistance,​
50-2.16food, and housing;​
51-2.17 (4) "public postsecondary educational institution" means an institution operated by this​
52-2.18state, or the Board of Regents of the University of Minnesota;​
53-2.19 (5) "recognized cost of attendance" has the meaning given in United States Code, title​
54-2.2020, chapter 28, subchapter IV, part F, section 1087ll;​
55-2.21 (6) "Tribal college" means a college defined in section 136A.1796, subdivision 1,​
56-2.22paragraph (c); and​
57-2.23 (7) "tuition and fees" means the actual tuition and mandatory fees charged by an​
58-2.24institution.​
59-2.25 EFFECTIVE DATE.This section is effective the day following final enactment and​
60-2.26applies to scholarship awards beginning in the fall term of the 2025-2026 academic year.​
61-2.27 Sec. 3. Minnesota Statutes 2024, section 256L.04, subdivision 10, is amended to read:​
