1616 The bill was read for the first time and referred to the Committee on State Government Finance and Policy​ 3.8842 LEGISLATIVE COMMISSION ON MINNESOTA SPORTS FACILITIES.​
1717 Subdivision 1.Purpose.The Legislative Commission on Minnesota Sports Facilities is​
1818 established by and under the authority of the Legislative Coordinating Commission to oversee the​
1919 Minnesota Sports Facilities Authority's operating and capital budgets. The legislature finds that​
2020 continuous legislative review of the financial management of the authority is necessary to promote​
2121 fiscal responsibility and good management, and strengthen the accountability of the authority. The​
2222 commission is charged with:​
2323 (1) providing financial oversight of the authority as described in subdivision 8;​
2424 (2) adoption of a statewide authority structure for the operation and management of sports​
2525 facilities and entertainment venues under the jurisdiction of the authority. The authority membership​
2626 shall represent the interests of both the metropolitan area and greater Minnesota; and​
2727 (3) creating a comprehensive management plan that alleviates booking and scheduling concerns​
2828 regarding the sports facilities and entertainment venues under the jurisdiction of the authority.​
2929 Subd. 2.Membership.The commission consists of three senators appointed by the senate​
3030 majority leader, three senators appointed by the senate minority leader, three state representatives​
3131 appointed by the speaker of the house, and three state representatives appointed by the house​
3232 minority leader. The appointing authorities must ensure balanced geographic representation. Each​
3333 appointing authority must make appointments as soon as possible after the opening of the next​
3434 regular session of the legislature in each odd-numbered year.​
3535 Subd. 3.Terms; vacancies.Members of the commission serve for a two-year term beginning​
3636 upon appointment and expiring upon appointment of a successor after the opening of the next​
3737 regular session of the legislature in the odd-numbered year. A vacancy in the membership of the​
3838 commission must be filled for the unexpired term in a manner that will preserve the representation​
3939 established by this section.​
4040 Subd. 4.Chair.The commission must meet as soon as practicable after members are appointed​
4141 in each odd-numbered year to elect its chair and other officers as it may determine necessary. A​
4242 chair serves a two-year term, expiring in the odd-numbered year after a successor is elected. The​
4343 chair must alternate biennially between the senate and the house of representatives.​
4444 Subd. 5.Compensation.Members serve without compensation but may be reimbursed for their​
4545 reasonable expenses as members of the legislature.​
4646 Subd. 6.Staff.Legislative staff must provide administrative and research assistance to the​
4747 commission.​
4848 Subd. 7.Meetings; procedures.The commission meets at least semiannually. If there is a​
4949 quorum, the commission may take action by a simple majority vote of commission members present.​
5050 Subd. 8.Powers; duties; Minnesota Sports Facilities Authority, budget oversight.The​
5151 commission must monitor, review, and make recommendations to the authority and to the legislature​
5252 for the following calendar year on:​
5353 (1) any proposed increases in the rate or dollar amount of tax;​
5454 (2) any proposed increases in the debt of the authority;​
5555 (3) the overall work and role of the authority;​
5656 (4) the authority's proposed operating and capital budgets;​
5757 (5) the authority's implementation of the operating and capital budgets; and​
5858 (6) any other topics as deemed necessary by the commission to fulfill the purpose described in​
5959 subdivision 1.​
6060 Subd. 9.Report.The commission shall report on January 15 of the even-numbered year on the​
6161 effectiveness and future prospects of the commission.​
