| 18 | 18 | | Subdivision 1.Legislative oversight.(a) The Legislative Oversight Committee is established |

| 19 | 19 | | to provide oversight to the implementation of this chapter and the operation of MNsure. |

| 20 | 20 | | (b) The committee shall review the operations of MNsure at least annually and shall recommend |
|---|
| 21 | 21 | | necessary changes in policy, implementation, and statutes to the board and to the legislature. |

| 22 | 22 | | (c) MNsure shall present to the committee the annual report required in section 62V.08, the |
|---|
| 23 | 23 | | appeals process under section 62V.05, subdivision 6, and the actions taken regarding the treatment |
|---|
| 24 | 24 | | of multiemployer plans. |

| 25 | 25 | | Subd. 2.Membership; meetings; compensation.(a) The Legislative Oversight Committee |
|---|
| 26 | 26 | | shall consist of five members of the senate, three members appointed by the majority leader of the |
|---|
| 27 | 27 | | senate, and two members appointed by the minority leader of the senate; and five members of the |
|---|
| 28 | 28 | | house of representatives, three members appointed by the speaker of the house, and two members |
|---|
| 29 | 29 | | appointed by the minority leader of the house of representatives. |

| 30 | 30 | | (b) Appointed legislative members serve at the pleasure of the appointing authority and shall |
|---|
| 31 | 31 | | continue to serve until their successors are appointed. |

| 32 | 32 | | (c) The first meeting of the committee shall be convened by the chair of the Legislative |
|---|
| 33 | 33 | | Coordinating Commission. Members shall elect a chair at the first meeting. The chair must convene |

| 34 | 34 | | at least one meeting annually, and may convene other meetings as deemed necessary. |

| 35 | 35 | | Subd. 4.Review of costs.The board shall submit for review the annual budget of MNsure for |
|---|
| 36 | 36 | | the next fiscal year by March 31 of each year, beginning March 31, 2025. |
