55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. [121A.241] CARDIAC EMERGENCY RESPONSE PLAN.​
77 1.7 Subdivision 1.Cardiac emergency response plan.(a) For purposes of this section, a​
88 1.8"cardiac emergency response plan" is a written document that establishes specific steps to​
99 1.9reduce death from cardiac arrest. A cardiac emergency response plan must integrate​
1010 1.10evidence-based core elements, such as those recommended by the American Heart​
1111 1.11Association in accordance with a published, peer-reviewed journal article or similar​
1212 1.12document.​
1313 1.13 (b) Beginning in the 2026-2027 school year, a school district or charter school must​
1414 1.14develop a cardiac emergency response plan that addresses the appropriate use of school​
1515 1.15personnel to respond to incidents involving an individual experiencing sudden cardiac arrest​
1616 1.16or a similar life-threatening emergency while on school grounds or at a school-sponsored​
1717 1.17activity or event. A district or charter school must consult with athletic trainers when​
1818 1.18developing the plan. A principal or other person having administrative control over the​
1919 1.19school site must ensure that the plan is:​
2020 1.20 (1) available to the school community on the school website and in paper form at various​
2121 1.21locations at the school site;​
2222 1.22 (2) distributed to all coaches and other athletic staff members at each school site, all​
2323 1.23persons responsible for executing the plan in the event of a cardiac emergency, all health​

3131 NINETY-FOURTH SESSION​ 2.1care professionals that provide medical services during school-sponsored activities or events,​
3232 2.2and to other appropriate school staff, as determined by school administrators; and​
3333 2.3 (3) annually reviewed, rehearsed, and revised, as necessary.​
3434 2.4 (c) A cardiac emergency response plan must:​
3535 2.5 (1) identify the members of a cardiac emergency response team at each school site who​
3636 2.6are on duty during the regular school day;​
3737 2.7 (2) provide guidelines for the cardiac emergency response team's response to sudden​
3838 2.8cardiac arrest;​
3939 2.9 (3) require that automatic external defibrillators are clearly marked and placed in​
4040 2.10accordance with guidelines from the American Heart Association or other nationally​
4141 2.11recognized guidelines focused on emergency cardiovascular care. Automatic external​
4242 2.12defibrillators must be available for use in an unlocked location at each school facility and​
4343 2.13athletic venue or event. Automatic external defibrillators must be (i) easily accessible at​
4444 2.14each athletic venue where practices or competitions are held or (ii) located within one to​
4545 2.15three minutes of each venue where practices or competitions are held;​
4646 2.16 (4) require training on cardiopulmonary resuscitation and automatic external defibrillator​
4747 2.17use for coaches, assistant coaches, and other school staff identified by school administrators;​
4848 2.18 (5) require the emergency response team to participate in a cardiac emergency simulation​
4949 2.19at least 30 days before the beginning of each school year;​
5050 2.20 (6) describe the procedures that must be followed after a serious or life-threatening injury​
5151 2.21or cardiac emergency occurs at an athletic event or activity, including but not limited to​
5252 2.22responding to the injured individual, summoning emergency medical care, assisting​
5353 2.23emergency medical service providers, and documenting the actions taken during the​
5454 2.24emergency; and​
5555 2.25 (7) encourage cooperation and coordination with community members such as emergency​
5656 2.26medical technicians and paramedics, among others.​
5757 2.27 Subd. 2.Training requirements.(a) A school district or charter school must provide​
5858 2.28all members of a cardiac emergency response team with training necessary to implement a​
5959 2.29cardiac emergency response plan.​
6060 2.30 (b) The emergency response team must provide annual certification to the school board​
6161 2.31that members of the emergency response team completed cardiac emergency simulation​
6262 2.32training at least 30 days prior to the beginning of each school year.​

6868 3.5ensure that a cardiac emergency response team is present at each interscholastic athletic​
6969 3.6activity whose control, supervision, and regulation have been delegated to the Minnesota​
7070 3.7State High School League in accordance with section 128C.01.​
7171 3.8 Sec. 3. APPROPRIATION; CARDIAC EMERGENCY RESPONSE PLAN​
7272 3.9ASSISTANCE.​
7373 3.10 Subdivision 1.Department of Education.The sum indicated in this section is​
7474 3.11appropriated from the general fund to the Department of Education in the fiscal year​
7575 3.12designated.​
7676 3.13 Subd. 2.Cardiac emergency response plan assistance.(a) To assist school districts​
7777 3.14and charter schools implementing cardiac emergency response plans under Minnesota​
7878 3.15Statutes, section 121A.241:​

8383 3.20equipment and training for faculty and staff, basic first aid training, and educational materials​
8484 3.21related to cardiac emergency response preparedness.​
