5	5	1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
6	6	1.6 Section 1. [121A.241] CARDIAC EMERGENCY RESPONSE PLAN.
7	7	1.7 Subdivision 1.Cardiac emergency response plan.(a) For purposes of this section, a
8	8	1.8"cardiac emergency response plan" is a written document that establishes specific steps to
9	9	1.9reduce death from cardiac arrest. A cardiac emergency response plan must integrate
10	10	1.10evidence-based core elements, such as those recommended by the American Heart
11	11	1.11Association in accordance with a published, peer-reviewed journal article or similar
12	12	1.12document.
13	13	1.13 (b) Beginning in the 2026-2027 school year, a school district or charter school must
14	14	1.14develop a cardiac emergency response plan that addresses the appropriate use of school
15	15	1.15personnel to respond to incidents involving an individual experiencing sudden cardiac arrest
16	16	1.16or a similar life-threatening emergency while on school grounds or at a school-sponsored
17	17	1.17activity or event. A district or charter school must consult with athletic trainers when
18	18	1.18developing the plan. A principal or other person having administrative control over the
19	19	1.19school site must ensure that the plan is:
20	20	1.20 (1) available to the school community on the school website and in paper form at various
21	21	1.21locations at the school site;
22	22	1.22 (2) distributed to all coaches and other athletic staff members at each school site, all
23	23	1.23persons responsible for executing the plan in the event of a cardiac emergency, all health

31	31	NINETY-FOURTH SESSION 2.1care professionals that provide medical services during school-sponsored activities or events,
32	32	2.2and to other appropriate school staff, as determined by school administrators; and
33	33	2.3 (3) annually reviewed, rehearsed, and revised, as necessary.
34	34	2.4 (c) A cardiac emergency response plan must:
35	35	2.5 (1) identify the members of a cardiac emergency response team at each school site who
36	36	2.6are on duty during the regular school day;
37	37	2.7 (2) provide guidelines for the cardiac emergency response team's response to sudden
38	38	2.8cardiac arrest;
39	39	2.9 (3) require that automatic external defibrillators are clearly marked and placed in
40	40	2.10accordance with guidelines from the American Heart Association or other nationally
41	41	2.11recognized guidelines focused on emergency cardiovascular care. Automatic external
42	42	2.12defibrillators must be available for use in an unlocked location at each school facility and
43	43	2.13athletic venue or event. Automatic external defibrillators must be (i) easily accessible at
44	44	2.14each athletic venue where practices or competitions are held or (ii) located within one to
45	45	2.15three minutes of each venue where practices or competitions are held;
46	46	2.16 (4) require training on cardiopulmonary resuscitation and automatic external defibrillator
47	47	2.17use for coaches, assistant coaches, and other school staff identified by school administrators;
48	48	2.18 (5) require the emergency response team to participate in a cardiac emergency simulation
49	49	2.19at least 30 days before the beginning of each school year;
50	50	2.20 (6) describe the procedures that must be followed after a serious or life-threatening injury
51	51	2.21or cardiac emergency occurs at an athletic event or activity, including but not limited to
52	52	2.22responding to the injured individual, summoning emergency medical care, assisting
53	53	2.23emergency medical service providers, and documenting the actions taken during the
54	54	2.24emergency; and
55	55	2.25 (7) encourage cooperation and coordination with community members such as emergency
56	56	2.26medical technicians and paramedics, among others.
57	57	2.27 Subd. 2.Training requirements.(a) A school district or charter school must provide
58	58	2.28all members of a cardiac emergency response team with training necessary to implement a
59	59	2.29cardiac emergency response plan.
60	60	2.30 (b) The emergency response team must provide annual certification to the school board
61	61	2.31that members of the emergency response team completed cardiac emergency simulation
62	62	2.32training at least 30 days prior to the beginning of each school year.

65	65	3.2read:
66	66	3.3 Subd. 3d.Cardiac emergency response plan.The league must adopt a cardiac
67	67	3.4emergency response plan that meets the requirements of section 121A.241. The league must
68	68	3.5ensure that a cardiac emergency response team is present at each interscholastic athletic
69	69	3.6activity whose control, supervision, and regulation have been delegated to the Minnesota
70	70	3.7State High School League in accordance with section 128C.01.
71	71	3.8 Sec. 3. APPROPRIATION; CARDIAC EMERGENCY RESPONSE PLAN
72	72	3.9ASSISTANCE.
73	73	3.10 Subdivision 1.Department of Education.The sum indicated in this section is
74	74	3.11appropriated from the general fund to the Department of Education in the fiscal year
75	75	3.12designated.
76	76	3.13 Subd. 2.Cardiac emergency response plan assistance.(a) To assist school districts
77	77	3.14and charter schools implementing cardiac emergency response plans under Minnesota
78	78	3.15Statutes, section 121A.241:

80	80	3.17 (b) Funding may be used for activities and equipment that promote cardiac emergency
81	81	3.18response plan preparedness in schools, including but not limited to the purchase and
82	82	3.19maintenance of automatic external defibrillators, purchase of cardiopulmonary resuscitation
83	83	3.20equipment and training for faculty and staff, basic first aid training, and educational materials
84	84	3.21related to cardiac emergency response preparedness.
85	85	3.22 (c) This is a onetime appropriation and is available until June 30, 2027.
