5-1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
6-1.6 Section 1. Minnesota Statutes 2024, section 121A.04, is amended by adding a subdivision​
7-1.7to read:​
8-1.8 Subd. 4a.Preserving girls' sports.(a) This subdivision may be cited as the "Preserving​
9-1.9Girls' Sports Act."​
10-1.10 (b) Notwithstanding any law to the contrary, only female students may participate in an​
11-1.11elementary or secondary school level athletic team or sport that an educational institution​
12-1.12has restricted to women and girls.​
13-1.13 (c) For purposes of this section, female is the sex that was "previously limited or​
14-1.14restricted," and "female" means a female as biologically determined by genetics and defined​
15-1.15with respect to an individual's reproductive system. A female is defined as an individual​
16-1.16who naturally has, had, will have, or would have, but for a congenital anomaly or intentional​
17-1.17or unintentional disruption, the reproductive system that at some point produces, transports,​
18-1.18and utilizes eggs for fertilization. A woman is an adult human female. A girl is a minor​
19-1.19human female.​
20-1.20 EFFECTIVE DATE.This section is effective the day following final enactment.​

6+1.6to read:​
7+1.7 Subd. 4a.Female sports teams.Notwithstanding any law to the contrary, only students​
8+1.8of the female sex may participate in an elementary or secondary school level athletic team​
9+1.9or sport that an educational institution has restricted on the basis of sex to women or girls.​
10+1.10If there is a dispute as to whether a student is of the female sex, the student must present a​
11+1.11signed physician's statement indicating the student's sex that is based solely on:​
12+1.12 (1) the student's internal and external reproductive anatomy;​
13+1.13 (2) the student's naturally occurring level of testosterone; and​
14+1.14 (3) an analysis of the student's chromosomes.​
15+1.15 EFFECTIVE DATE.This section is effective July 1, 2025.​
