                            1.1	A bill for an act​
1.2 relating to motor vehicles; increasing the length of a temporary vehicle permit​
1.3 issued to a nonresident from 31 to 60 days; amending Minnesota Statutes 2024,​
1.4 sections 168.091; 168A.11, subdivision 1.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. Minnesota Statutes 2024, section 168.091, is amended to read:​
1.7 168.091 31-DAY 60-DAY TEMPORARY VEHICLE PERMIT.​
1.8 Subdivision 1.Nonresident buyer.(a) Upon payment of a fee of $1, the commissioner​
1.9may issue a permit to a nonresident purchasing a vehicle in this state for the sole purpose​
1.10of allowing the vehicle to be removed from this state.​
1.11 (b) The permit is in lieu of any other registration or taxation for use of the highways and​
1.12is valid for a period of 31 60 days from the date of sale, trade, or gift.​
1.13 (c) The permit must be available in an electronic format as determined by the​
1.14commissioner.​
1.15 (d) If the sale, gift, or trade information is electronically transmitted to the commissioner​
1.16by a dealer or deputy registrar of motor vehicles, the $1 fee is waived.​
1.17 (e) The permit must be affixed to the rear of the vehicle where it is plainly visible. Each​
1.18permit is valid only for the vehicle for which the permit was issued.​
1.19 Subd. 2.Dealer.The registrar may issue permits to licensed dealers upon payment of​
1.20the proper fee for each permit.​

The bill was read for the first time and referred to the Committee on Transportation Finance and Policy​ 2.1 Subd. 3.Proceeds to highway user fund.All payments received for such permits shall​
2.2be paid into the state treasury and credited to the highway user tax distribution fund.​
2.3 EFFECTIVE DATE.This section is effective October 1, 2025, for permits issued on​
2.4or after that date.​
2.5 Sec. 2. Minnesota Statutes 2024, section 168A.11, subdivision 1, is amended to read:​
2.6 Subdivision 1.Requirements upon subsequent transfer; service fee.(a) A dealer who​
2.7buys a vehicle and holds it for resale need not apply for a certificate of title. Upon transferring​
2.8the vehicle to another person, other than by the creation of a security interest, the dealer​
2.9must promptly execute the assignment and warranty of title by a dealer, showing the names​
2.10and addresses of the transferee and of any secured party holding a security interest created​
2.11or reserved at the time of the resale, and the date of the security agreement in the spaces​
2.12provided on the certificate of title or secure reassignment.​
2.13 (b) If a dealer elects to apply for a certificate of title on a vehicle held for resale, the​
2.14dealer need not register the vehicle but must pay one month's registration tax. If a dealer​
2.15elects to apply for a certificate of title on a vehicle held for resale, the commissioner must​
2.16not place any legend on the title that no motor vehicle sales tax was paid by the dealer but​
2.17may indicate on the title whether the vehicle is a new or used vehicle.​
2.18 (c) With respect to motor vehicles subject to the provisions of section 325E.15, the dealer​
2.19must also, in the space provided on the certificate of title or secure reassignment, state the​
2.20true cumulative mileage registered on the odometer or that the exact mileage is unknown​
2.21if the odometer reading is known by the transferor to be different from the true mileage.​
2.22 (d) The transferee must complete the application for title section on the certificate of​
2.23title or separate title application form prescribed by the commissioner. The dealer must mail​
2.24or deliver the certificate to the commissioner or deputy registrar with the transferee's​
2.25application for a new certificate and appropriate taxes and fees, within the period specified​
2.26under section 168A.10, subdivision 2.​
2.27 (e) With respect to vehicles sold to buyers who will remove the vehicle from this state,​
2.28the dealer must remove any license plates from the vehicle, issue a 31-day 60-day temporary​
2.29permit pursuant to section 168.091, and notify the commissioner within 48 hours of the sale​
2.30that the vehicle has been removed from this state. The notification must be made in an​
2.31electronic format prescribed by the commissioner. The dealer may contract with a deputy​
2.32registrar for the notification of sale to an out-of-state buyer. The deputy registrar may charge​
2.33a fee of $7 per transaction to provide this service.​
