| 5 | 5 | | 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: |

| 6 | 6 | | 1.6 Section 1. Minnesota Statutes 2024, section 84.922, subdivision 5, is amended to read: |

| 7 | 7 | | 1.7 Subd. 5.Fees.(a) Except as provided in paragraph (d), the fee for a three-year registration |

| 8 | 8 | | 1.8of an all-terrain vehicle under this section, other than those registered by a dealer or |
|---|
| 9 | 9 | | 1.9manufacturer under paragraph (b) or (c), is: |
|---|
| 10 | 10 | | 1.10 (1) for public use, $60; |

| 11 | 11 | | 1.11 (2) for private use, $6; and |
|---|
| 12 | 12 | | 1.12 (3) for a duplicate or transfer, $4. |

| 13 | 13 | | 1.13 (b) The total registration fee for all-terrain vehicles owned by a dealer and operated for |
|---|
| 14 | 14 | | 1.14demonstration or testing purposes is $50 per year. Dealer registrations are not transferable. |

| 15 | 15 | | 1.15 (c) The total registration fee for all-terrain vehicles owned by a manufacturer and operated |
|---|
| 16 | 16 | | 1.16for research, testing, experimentation, or demonstration purposes is $150 per year. |
|---|
| 17 | 17 | | 1.17Manufacturer registrations are not transferable. |

| 18 | 18 | | 1.18 (d) A veteran with a total service-connected disability is exempt from the registration |

| 19 | 19 | | 1.19fee under paragraph (a) and must be issued a three-year registration free of charge. For |

| 20 | 20 | | 1.20purposes of this paragraph, "veteran with a total service-connected disability" means a |
|---|
