1.1 A bill for an act 1.2 relating to transportation; authorizing roadside signage for automatic external 1.3 defibrillators for qualifying locations; proposing coding for new law in Minnesota 1.4 Statutes, chapter 160. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [160.802] AUTOMATIC EXTERNAL DEFIBRILLATOR WAYFINDING 1.7SIGNS. 1.8 (a) For purposes of this section, "public access automatic external defibrillator" and 1.9"public access AED" have the meaning given in section 403.51, subdivision 1, paragraph 1.10(e). 1.11 (b) A location or business with an outdoor public access automatic external defibrillator 1.12may request that a relevant road authority place appropriate directional signage on a road 1.13under the road authority's jurisdiction that clearly identifies the location of the automatic 1.14external defibrillator available for public use. The signage must promote the availability of 1.15a public access AED by either symbol, text, or both. 1.16 (c) To qualify as a participant and request directional signage under this section, a 1.17property owner, business, or entity with an outdoor public access AED must: 1.18 (1) meet all registration, notice, and inspection requirements provided in section 403.51; 1.19 (2) place the device in a recognizable and easily accessible location; and 1.20 (3) identify the device with conspicuous and visible signage on the premises. 1.21 (d) Within 180 days, and to the extent practicable within 60 days, of receiving a request 1.22from a qualified participant under paragraph (c), the relevant road authority must determine 1Section 1. To the extent practicable, directional signage indicating the 2.3location of the public access AED must be placed between 200 and 300 feet prior to an 2.4intersection or between 800 and 1,600 feet prior to an interchange. All costs associated with 2.5installation, maintenance, and removal of signage must be paid by a qualified participant 2.6to the relevant road authority. 2.7 (e) If a registered outdoor public access AED is removed or no longer operational, the 2.8qualified participant must inform the relevant road authority immediately to remove the 2.9directional signage as soon as practicable. 2.10 (f) The commissioner must maintain information on the department's website about 2.11outdoor public access AED directional signage and best practices, including but not limited 2.12to qualifications for a sign under this section; appropriate wayfinding techniques; device 2.13registry information; and guidance for local road authorities on appropriate sign placement 2.14and context. 2.15 EFFECTIVE DATE.This section is effective October 1, 2025. 2.16 Sec. 2. AUTOMATIC EXTERNAL DEFIBRILLATORS; MANUAL ON UNIFORM 2.17TRAFFIC CONTROL DEVICES. 2.18 (a) For purposes of this section, "public access automatic external defibrillator" has the 2.19meaning given in Minnesota Statutes, section 403.51, subdivision 1, paragraph (e). 2.20 (b) Notwithstanding the requirements of Minnesota Statutes, section 169.06, subdivision 2.212, by September 1, 2025, the commissioner of transportation must develop appropriate text 2.22and directional signage for locations with outdoor public access automatic external 2.23defibrillators as a general service sign that meet the criteria of Minnesota Statutes, section 2.24160.802. The commissioner may make any necessary revisions and additions to chapter 2I 2.25of the Minnesota Manual on Uniform Traffic Control Devices. The commissioner must 2.26design the sign to incorporate the universal symbol for an automatic external defibrillator 2.27and consult with interested stakeholders to ensure best practices for the sign's placement, 2.28ensure reliable and easy access by the public in the case of an emergency, and minimize 2.29sign clutter and confusion. 2.30 (c) The requirements under paragraph (b) expire upon adoption of relevant additions 2.31and revisions to the Minnesota Manual on Uniform Traffic Control Devices that pertain to 2.32general service signs. The commissioner must notify the revisor of statutes, whether 2.33electronically or in writing, of the expiration. 2Sec. 2.
