55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. [160.802] AUTOMATIC EXTERNAL DEFIBRILLATOR WAYFINDING​
77 1.7SIGNS.​
8-1.8 (a) For purposes of this section, "public access automatic external defibrillator" and​
9-1.9"public access AED" have the meaning given in section 403.51, subdivision 1, paragraph​
10-1.10(e).​
11-1.11 (b) A location or business with an outdoor public access automatic external defibrillator​
12-1.12may request that a relevant road authority place appropriate directional signage on a road​
13-1.13under the road authority's jurisdiction that clearly identifies the location of the automatic​
14-1.14external defibrillator available for public use. The signage must promote the availability of​
15-1.15a public access AED by either symbol, text, or both.​
16-1.16 (c) To qualify as a participant and request directional signage under this section, a​
17-1.17property owner, business, or entity with an outdoor public access AED must:​
18-1.18 (1) meet all registration, notice, and inspection requirements provided in section 403.51;​
19-1.19 (2) place the device in a recognizable and easily accessible location; and​
20-1.20 (3) identify the device with conspicuous and visible signage on the premises.​
21-1.21 (d) Within 180 days, and to the extent practicable within 60 days, of receiving a request​
22-1.22from a qualified participant under paragraph (c), the relevant road authority must determine​
8+1.8 (a) A location or business with a registered outdoor public access automatic external​
9+1.9defibrillator under section 403.51 may request that a relevant city, county, town, state, or​
10+1.10federal road authority place appropriate directional signage on a roadway under the road​
11+1.11authority's jurisdiction that identifies the location of the device for public use. To the extent​
12+1.12practicable, directional signage indicating the location of the defibrillator must be placed​
13+1.13between 200 and 300 feet prior to an intersection or between 800 and 1,600 feet prior to an​
14+1.14interchange. The signage must promote the availability of an automatic external defibrillator​
15+1.15by either symbol, text, or both. Locations or businesses with outdoor public access automatic​
16+1.16external defibrillators must meet registration and inspection requirements provided in section​
17+1.17403.51.​
18+1.18 (b) Within 60 days of receiving a request from the location or business, the relevant road​
19+1.19authority must place appropriate signage for qualified participants. All costs associated with​
20+1.20installation, maintenance, and removal of signage must be paid by qualified participants. If​
21+1.21a registered outdoor public access automatic external defibrillator is removed or no longer​
22+1.22operational, the participant must inform the relevant road authority immediately to remove​
23+1.23the signs as soon as practicable.​

45-2.13registry information; and guidance for local road authorities on appropriate sign placement​
46-2.14and context.​
47-2.15 EFFECTIVE DATE.This section is effective October 1, 2025.​
48-2.16 Sec. 2. AUTOMATIC EXTERNAL DEFIBRILLATORS; MANUAL ON UNIFORM​
49-2.17TRAFFIC CONTROL DEVICES.​
50-2.18 (a) For purposes of this section, "public access automatic external defibrillator" has the​
51-2.19meaning given in Minnesota Statutes, section 403.51, subdivision 1, paragraph (e).​
52-2.20 (b) Notwithstanding the requirements of Minnesota Statutes, section 169.06, subdivision​
53-2.212, by September 1, 2025, the commissioner of transportation must develop appropriate text​
54-2.22and directional signage for locations with outdoor public access automatic external​
55-2.23defibrillators as a general service sign that meet the criteria of Minnesota Statutes, section​
56-2.24160.802. The commissioner may make any necessary revisions and additions to chapter 2I​
57-2.25of the Minnesota Manual on Uniform Traffic Control Devices. The commissioner must​
58-2.26design the sign to incorporate the universal symbol for an automatic external defibrillator​
59-2.27and consult with interested stakeholders to ensure best practices for the sign's placement,​
60-2.28ensure reliable and easy access by the public in the case of an emergency, and minimize​
61-2.29sign clutter and confusion.​
62-2.30 (c) The requirements under paragraph (b) expire upon adoption of relevant additions​
63-2.31and revisions to the Minnesota Manual on Uniform Traffic Control Devices that pertain to​
64-2.32general service signs. The commissioner must notify the revisor of statutes, whether​
65-2.33electronically or in writing, of the expiration.​
