                            1.1	A bill for an act​
1.2 relating to natural resources; authorizing the use of purple paint in lieu of signage​
1.3 prohibiting trespassing; amending Minnesota Statutes 2024, section 97B.001,​
1.4 subdivision 4.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. Minnesota Statutes 2024, section 97B.001, subdivision 4, is amended to read:​
1.7 Subd. 4.Entering posted land prohibited; signs.(a) Except as provided in subdivision​
1.86, a person may not:​
1.9 (1) enter, for outdoor recreation purposes, any land that is posted under this subdivision​
1.10without first obtaining permission of the owner, occupant, or lessee; or​
1.11 (2) knowingly enter, for outdoor recreation purposes, any land that is posted under this​
1.12subdivision without first obtaining permission of the owner, occupant, or lessee. A person​
1.13who violates this clause is subject to the penalty provided in section 97A.315, subdivision​
1.141, paragraph (b).​
1.15 (b) The owner, occupant, or lessee of private land, or an authorized manager of public​
1.16land may prohibit outdoor recreation on the land by posting signs once each year that:​
1.17 (1) state "no trespassing" or similar terms;​
1.18 (2) display letters at least two inches high;​
1.19 (3) either:​
1.20 (i) are signed by the owner, occupant, lessee, or authorized manager; or​

The bill was read for the first time and referred to the Committee on Environment and Natural Resources Finance and Policy​ 2.1 (ii) include the legible name and telephone number of the owner, occupant, lessee, or​
2.2authorized manager; and​
2.3 (4) either:​
2.4 (i) are at intervals of 1,000 feet or less along the boundary of the area, or in a wooded​
2.5area where boundary lines are not clear, at intervals of 500 feet or less; or​
2.6 (ii) mark the primary corners of each parcel of land and access roads and trails at the​
2.7point of entrance to each parcel of land except that corners only accessible through​
2.8agricultural land need not be posted.​
2.9 (c) A person may not erect a sign that prohibits outdoor recreation or trespassing act​
2.10under paragraph (b) or (d) where the person does not have a property right, title, or interest​
2.11to use the land.​
2.12 (d) As an alternative to posting signage under paragraph (b), the owner, occupant, or​
2.13lessee of private land, or an authorized manager of public land, may prohibit outdoor​
2.14recreation on the land by:​
2.15 (1) applying purple paint to trees along the perimeter of the area to which the person​
2.16wants to prohibit entrance. Paint applied under this paragraph must be applied:​
2.17 (i) at least three feet off the ground;​
2.18 (ii) to trees that are at least one inch wide; and​
2.19 (iii) in a strip that is at least eight inches tall; and​
2.20 (2) posting signs once each year that mark the primary corners of the area to which the​
2.21person wants to prohibit entrance.​
