| 5 | 5 | | 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: |

| 6 | 6 | | 1.6 Section 1. Minnesota Statutes 2024, section 412.341, subdivision 1, is amended to read: |

| 7 | 7 | | 1.7 Subdivision 1.Membership.(a) The commission shall consist of three, five, or seven |
|---|
| 8 | 8 | | 1.8members appointed by the council. No more than one member may be chosen from the |
|---|
| 9 | 9 | | 1.9council membership. Except for the terms of members appointed to the initial commission |
|---|
| 10 | 10 | | 1.10as provided in paragraph (b), each member shall serve for a term of three years and until a |
|---|
| 11 | 11 | | 1.11successor is appointed and qualified except that of the members initially appointed in any |
|---|
| 12 | 12 | | 1.12city, one shall serve for a term of one year, one for a term of two years, and one for a term |
|---|
| 13 | 13 | | 1.13of three years. Residence shall not be a qualification for membership on the commission |
|---|
| 14 | 14 | | 1.14unless the council so provides. A vacancy shall be filled by the council for the unexpired |
|---|
| 15 | 15 | | 1.15term. |

| 16 | 16 | | 1.16 (b) The members appointed to the initial commission after its establishment under section |

| 17 | 17 | | 1.17412.331 shall serve the following terms: |

| 18 | 18 | | 1.18 (1) if the initial commission consists of three members, one member shall serve for a |

| 19 | 19 | | 1.19term of one year, one for a term of two years, and one for a term of three years; |

| 20 | 20 | | 1.20 (2) if the initial commission consists of five members, one member shall serve a term |
|---|
| 21 | 21 | | 1.21of one year, two for a term for two years, and two for a term of three years; or |
