8 | 8 | | 1.8 Subdivision 1.Experiential training regime.As used in this section, "experiential |
---|
9 | 9 | | 1.9training regime" means a systematic manner of training managers to have a deep |
---|
10 | 10 | | 1.10understanding of the work required in the positions over which they have managerial duties |
---|
11 | 11 | | 1.11by training the managers to perform duties of those positions and to maintain knowledge |
---|
12 | 12 | | 1.12of those positions through working shifts periodically on a schedule in those positions. |

13 | 13 | | 1.13 Subd. 2.Obtain expert advice.The commissioner of management and budget must |
---|
14 | 14 | | 1.14contract for pilot programs with a private business consulting service with demonstrated |
---|
15 | 15 | | 1.15expertise in improving customer service through developing and implementing an experiential |
---|
16 | 16 | | 1.16training regime. Notwithstanding Minnesota Statutes, section 43A.047, the commissioner |
---|
17 | 17 | | 1.17of management and budget is not required to demonstrate that existing staff are unavailable |
---|
18 | 18 | | 1.18for this work before entering the contract with the private business consulting service. |

19 | 19 | | 1.19 Subd. 3.Pilot programs.(a) The commissioner of management and budget is required |
---|
20 | 20 | | 1.20to institute pilot programs to develop and implement an experiential training regime for the |
---|
21 | 21 | | 1.21following positions: |

22 | 22 | | 1.22 (1) managerial positions in the Department of Corrections with oversight for guards in |
---|
23 | 23 | | 1.23correctional institutions; |

33 | 33 | | 2.3 (3) managerial positions in the Department of Transportation with oversight for employees |
---|
34 | 34 | | 2.4who work in road and bridge construction. |

35 | 35 | | 2.5 (b) The commissioners of corrections, human services, and transportation must cooperate |
---|
36 | 36 | | 2.6with a consulting service hired by the commissioner of management and budget to conduct |
---|
37 | 37 | | 2.7the pilot programs. |
---|
38 | 38 | | 2.8 (c) The pilot programs must require the following work from the consulting service: |

39 | 39 | | 2.9 (1) develop an experiential training regime for the positions subject to the pilot program, |
---|
40 | 40 | | 2.10including training materials and protocols; |
---|
41 | 41 | | 2.11 (2) provide a plan for the department to implement the experiential training regime for |
---|
42 | 42 | | 2.12the positions subject to the pilot program; |
---|
43 | 43 | | 2.13 (3) identify other managerial positions in the agency where an experiential training |
---|
44 | 44 | | 2.14regime for managers would likely benefit end users of services provided by the agency or |
---|
45 | 45 | | 2.15would otherwise improve operations of the agency; |
---|
46 | 46 | | 2.16 (4) submit to the commissioner of management and budget and to the chairs and ranking |
---|
47 | 47 | | 2.17minority members of the legislative committees with jurisdiction over state government |
---|
48 | 48 | | 2.18operations and reform a proposal for developing and implementing an experiential training |
---|
49 | 49 | | 2.19regime for the additional positions identified in clause (3); and |
---|
50 | 50 | | 2.20 (5) submit a report to the commissioner of management and budget and to the chairs |
---|
51 | 51 | | 2.21and ranking minority members of the legislative committees with jurisdiction over state |
---|
52 | 52 | | 2.22government operations and reform about the results of the pilot projects. |
---|
53 | 53 | | 2.23 (d) Shifts worked by a manager to perform duties of the employees they supervise must |
---|
54 | 54 | | 2.24not reduce the shifts worked by or available to be worked by employees. |
---|
55 | 55 | | 2.25 (e) The pilot projects must be completed by July 1, 2026, and reports required under |
---|
56 | 56 | | 2.26paragraph (c) must be submitted by August 1, 2026. The commissioners of corrections, |
---|
57 | 57 | | 2.27human services, and transportation must institute the respective plans for experiential training |
---|
58 | 58 | | 2.28regimes by January 1, 2027. |
