1.1 A bill for an act 1.2 relating to health; appropriating money for sudden unexplained death in childhood 1.3 research grants; requiring reports. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. APPROPRIATION; SUDC RESEARCH. 1.6 (a) $....... in fiscal year 2026 is appropriated from the general fund to the commissioner 1.7of health to award competitive grants to applicants for research into sudden unexplained 1.8death in childhood (SUDC). The commissioner of health shall administer the grant program, 1.9including identifying promising research and innovations, developing grant outcomes and 1.10objectives with the goal of increasing understanding of the causes of SUDC and preventing 1.11such deaths, reviewing applications, and selecting grant recipients. Up to $....... may be used 1.12by the commissioner for grants to the Sudden Unexplained Death in Childhood Foundation 1.13or other similar organizations to award and administer competitive grants to applicants for 1.14research into SUDC under this section. This is a onetime appropriation. Notwithstanding 1.15Minnesota Statutes, section 16A.28, unencumbered balances under this section do not cancel 1.16until June 30, 2029. Notwithstanding Minnesota Statutes, section 16B.98, subdivision 14, 1.17the commissioner of health, the Sudden Unexplained Death in Childhood Foundation, and 1.18other similar organizations may use up to a total of five percent of this appropriation for 1.19administrative costs. 1.20 (b) Grants shall be awarded to support medical research related to SUDC. Research 1.21topics may include but are not limited to the causes of sudden unexplained death in childhood, 1.22the risk factors associated with SUDC, and strategies to prevent such deaths. 1Section 1. No. 1512 NINETY-FOURTH SESSION 2.1 (c) Eligible applicants for the grants are research facilities, universities, and health 2.2systems located in Minnesota. Applicants must submit proposals to the commissioner or 2.3the Sudden Unexplained Death in Childhood Foundation, if applicable, in the time, form, 2.4and manner established by the commissioner. Applicants may coordinate research endeavors 2.5and submit a joint application. When reviewing the proposals, the commissioner and the 2.6Sudden Unexplained Death in Childhood Foundation, if applicable, shall attempt to avoid 2.7approving a grant for an applicant whose research is duplicative of an existing grantee's 2.8research. 2.9 (d) Beginning January 15, 2026, and annually thereafter until January 15, 2030, the 2.10commissioner shall submit to the chairs and ranking minority members of the legislative 2.11committees with jurisdiction over health policy and finance a report specifying the applicants 2.12receiving grants under this section, the amount of each grant, the purposes for which the 2.13grant funds were used, and the amount of the appropriation that is unexpended. The report 2.14must also include relevant findings, results, and outcomes of the grant program, and any 2.15other information which the commissioner deems significant or useful. 2Section 1.
