44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. BLACK VETERANS SUPPORT PROGRAM.​
66 1.6 The commissioner of veterans affairs must award a grant to an organization to develop,​
77 1.7operate, and administer a comprehensive support program for Black veterans in Minnesota.​
88 1.8The support program must provide Black veterans assistance with mental health services​
99 1.9and mental health case management, job training, seeking employment opportunities,​
1010 1.10accessing health care, achieving homeownership through financial literacy programming,​
1111 1.11and loans.​
1212 1.12 Sec. 2. APPROPRIATION.​
1313 1.13 $5,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner​
1414 1.14of veterans affairs for a grant to an organization to develop, operate, and administer a Black​
1515 1.15veterans support program. Of the amount appropriated, $1,500,000 is for mental health​
1616 1.16services and mental health case management; $1,000,000 is for job-training and​
1717 1.17employment-seeking programming; $700,000 is for homeownership assistance; $500,000​
1818 1.18is for educational support; and $1,000,000 is for administration and outreach. This is a​
1919 1.19onetime appropriation.​
