1.1 A bill for an act
1.2 relating to education finance; adjusting the special education initial aid amount
1.3 for Independent School District No. 709, Duluth; creating a supplemental special
1.4 education aid for Independent School District No. 709, Duluth; appropriating
1.5 money.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.7 Section 1. SPECIAL EDUCATION INITIAL AID ADJUSTMENT; DULUTH.
1.8 (a) For fiscal year 2026 and later, special education initial aid for Independent School
1.9District No. 709, Duluth, must be increased each year by $500,000 to reflect changes not
1.10included when the 2016 special education base was established.
1.11 (b) Each year, the Department of Education must add the amount in paragraph (a) to the
1.12special education initial aid computed under Minnesota Statutes, section 125A.76, subdivision
1.132a, for Independent School District No. 709, Duluth.
1.14 EFFECTIVE DATE.This section is effective for special education aid for fiscal year
1.152026 and later.
1.16 Sec. 2. APPROPRIATION; SPECIAL EDUCATION.
1.17 Subdivision 1.Department of Education.The sums indicated in this section are
1.18appropriated from the general fund to the Department of Education in the fiscal years
1.19designated.
1.20 Subd. 2.Special education base adjustment.For the special education aid base
1.21adjustment under section 1 for Independent School District No. 709, Duluth:
