55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 256I.05, is amended by adding a subdivision​
77 1.7to read:​
88 1.8 Subd. 1v.Supplementary rate for certain facilities.Notwithstanding the provisions​
99 1.9of subdivisions 1a and 1c, beginning July 1, 2025, an agency shall negotiate a supplementary​
1010 1.10rate in addition to the rate specified in subdivision 1 for a housing support provider operating​
1111 1.11indoor communities with low barriers to access. The communities must: (1) be composed​
1212 1.12of individual secure, private dwellings for persons experiencing unsheltered homelessness​
1313 1.13with complex health needs including substance use disorder, serious mental illness, and​
1414 1.14physical health conditions; and (2) provide 24-hour-a-day supervision with on-site support​
1515 1.15services for 100 beds in the Twin Cities metropolitan area in a facility operating since 2020​
1616 1.16and 48 beds in central Minnesota in a facility opening after 2025. The supplementary rate​
1717 1.17is not to exceed $975 per month, including any legislatively authorized inflationary​
1818 1.18adjustments.​
