44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. ACADEMIC ACCELERATION PILOT PROGRAM.​
66 1.6 Subdivision 1.Pilot program established.The commissioner of education must establish​
77 1.7a pilot program to increase access to advanced coursework in six school districts or charter​
88 1.8schools during the 2026-2027 to 2028-2029 school years.​
99 1.9 Subd. 2.Definitions.(a) For purposes of this section, the following terms have the​
1010 1.10meanings given them.​
1111 1.11 (b) "Advanced coursework" means an advanced placement course, postsecondary​
1212 1.12enrollment options course including a concurrent enrollment course, or honors course.​
1313 1.13 (c) "Participant" means a school district or charter school selected to participate in the​
1414 1.14pilot program.​
1515 1.15 Subd. 3.Automatic enrollment.(a) A participant must adopt an automatic enrollment​
1616 1.16policy at one or more school sites that meets the minimum requirements of this subdivision.​
1717 1.17A participant may adopt additional eligibility criteria for students to participate in the​
1818 1.18academic acceleration policy so long as the criteria does not create inequities among student​
1919 1.19groups in the advanced coursework.​
2020 1.20 (b) The policy must require automatic enrollment in advanced coursework in language​
2121 1.21arts, mathematics, or science if the student meets eligibility criteria. A student is eligible​
2222 1.22for automatic enrollment if the student meets or exceeds the state standard on the applicable​

3030 NINETY-FOURTH SESSION​ 2.1eighth grade or high school statewide assessment, or earns the highest grade available in a​
3131 2.2course in the applicable subject matter in the preceding school year. The subject matter of​
3232 2.3the advanced coursework in which a student is automatically enrolled depends on the content​
3333 2.4area or areas of assessment where the student has met or exceeded the state standard.​
3434 2.5 (c) The policy must provide the parent of a student automatically enrolled in a course​
3535 2.6an opportunity to opt the student out of the academic acceleration policy and enroll the​
3636 2.7student in an alternative course or program.​
3737 2.8 Subd. 4.Participation requirements.A participant must:​
3838 2.9 (1) prioritize recruiting teachers of color with the training necessary to teach advanced​
3939 2.10placement courses or graduate credits necessary to teach secondary school courses for​
4040 2.11postsecondary credit, or providing teachers of color with opportunities to obtain the necessary​
4141 2.12training or graduate credits at no cost;​
4242 2.13 (2) notify a parent or guardian at least two weeks before the start of the school year that​
4343 2.14a student has been automatically enrolled in advanced coursework for that school term under​
4444 2.15the district policy. The notice must include information about the benefits of advanced​
4545 2.16coursework, the district's automatic enrollment policy, and the courses available to students​
4646 2.17leading to dual credit and advanced placement. The information must be available in the​
4747 2.18three most common languages in the district;​
4848 2.19 (3) identify tutoring and other academic supports available to students having difficulty​
4949 2.20in advanced coursework; and​
5050 2.21 (4) collect and report to the commissioner in the form and manner determined by the​
5151 2.22commissioner disaggregated data on the number of students who are eligible for automatic​
5252 2.23enrollment, who opt out or drop the course, who complete an advanced placement course​
5353 2.24but do not take the assessment, who take the advanced placement assessment but do not​
5454 2.25pass, and who pass an advanced placement assessment.​
5555 2.26 Subd. 5.Application process.(a) A district applying to participate in the pilot program​
5656 2.27must submit an application to the commissioner in the form and manner determined by the​
5757 2.28commissioner. The application must identify how state grant funds would be used to increase​
5858 2.29access to advanced coursework.​
5959 2.30 (b) The commissioner must notify participants of their selection by January 1, 2026. At​
6060 2.31least one participating district must have a high percentage of American Indian students.​
6161 2.32When selecting the remaining five participants, the commissioner must, to the extent​
6262 2​Section 1.​

6464 3.2nonurban school districts, and charter schools. The commissioner may also consider:​
6565 3.3 (1) the availability of advanced coursework to current students;​
6666 3.4 (2) the number of enrolled students currently participating in advanced coursework; and​
6767 3.5 (3) the number of enrolled students eligible for free and reduced-price meals.​
6868 3.6 Subd. 6.Grant uses.Participants must use grant funds to pay for advanced placement​
6969 3.7fees for all students automatically enrolled in an advanced placement course. A district may​
7070 3.8use grant funds for the following eligible expenses:​
7171 3.9 (1) training for teachers to teach advanced placement courses or secondary school courses​
7272 3.10for postsecondary credit;​
7373 3.11 (2) textbooks and other instructional materials;​
7474 3.12 (3) tutoring for students enrolled in advanced coursework;​
7575 3.13 (4) administrative expenses, including expenses related to data collection and reporting​
7676 3.14and family engagement; and​
7777 3.15 (5) notwithstanding any law to the contrary, bonuses for teachers based on the number​
7878 3.16of students who pass advanced placement exams.​
7979 3.17 Subd. 7.State report.(a) By January 1, 2030, the commissioner of education must​
8080 3.18submit a report to the legislative committees with jurisdiction over kindergarten through​
8181 3.19grade 12 education on the pilot program.​
8282 3.20 (b) The report must include the following information:​
8383 3.21 (1) the number of students who were eligible for advanced coursework under the pilot​
8484 3.22program, and of those students, the number of students who enrolled in advanced coursework​
8585 3.23and the number of students who did not enroll in advanced coursework; the number of​
8686 3.24students who completed advanced coursework; and the number of students who did not​
8787 3.25complete advanced coursework. The data must be disaggregated by race and ethnicity,​
8888 3.26eligibility for free or reduced-price meals, and special education status;​
8989 3.27 (2) the number of teachers providing instruction in advanced coursework, including the​
9090 3.28number of teachers recruited to teach advanced coursework. The data must be disaggregated​
9191 3.29by race and ethnicity;​
9292 3.30 (3) the advanced coursework students were automatically enrolled in; and​
9393 3​Section 1.​

9696 4.3 (c) The report must include recommendations to the legislature on the implementation​
9797 4.4of a statewide academic acceleration program.​
9898 4.5 EFFECTIVE DATE.This section is effective the day following final enactment.​
9999 4.6 Sec. 2. APPROPRIATIONS.​
100100 4.7 Subdivision 1.Department of Education.The sums indicated in this section are​
101101 4.8appropriated from the general fund to the Department of Education for the fiscal years​
