7 | 7 | | 1.7 Subdivision 1.County noncompliance allowed.(a) Except as provided under subdivision |

8 | 8 | | 1.82, a county is not required to comply with a state mandate in paragraph (b) until a state law |

9 | 9 | | 1.9provides a county with the amount of revenue needed to pay for the mandate. |

10 | 10 | | 1.10 (b) A state mandate that a county is not required to comply with under paragraph (a) is |

11 | 11 | | 1.11a mandate that: |

12 | 12 | | 1.12 (1) affects the daily operation of a county government; |
---|
13 | 13 | | 1.13 (2) changes the allocation of a county's resources; or |

14 | 14 | | 1.14 (3) changes a county's spending priorities. |

15 | 15 | | 1.15 Subd. 2.Exceptions.A county must comply with a state mandate if the amount of |

16 | 16 | | 1.16revenue needed for compliance is incidental compared to the county's total budget. A county |

17 | 17 | | 1.17must continue compliance with any law that governs financial audit requirements or that |
---|
18 | 18 | | 1.18directly affects the safety and health of county residents. |
