55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. [373.52] NO MANDATES WITHOUT FUNDING.​
77 1.7 Subdivision 1.County noncompliance allowed.(a) Except as provided under subdivision​
88 1.82, a county is not required to comply with a state mandate in paragraph (b) until a state law​
99 1.9provides a county with the amount of revenue needed to pay for the mandate.​
1010 1.10 (b) A state mandate that a county is not required to comply with under paragraph (a) is​
1111 1.11a mandate that:​
1212 1.12 (1) affects the daily operation of a county government;​
1313 1.13 (2) changes the allocation of a county's resources; or​
1414 1.14 (3) changes a county's spending priorities.​
1515 1.15 Subd. 2.Exceptions.A county must comply with a state mandate if the amount of​
1616 1.16revenue needed for compliance is incidental compared to the county's total budget. A county​
1717 1.17must continue compliance with any law that governs financial audit requirements or that​
1818 1.18directly affects the safety and health of county residents.​
1919 1.19 EFFECTIVE DATE.This section applies to state mandates that are in effect after June​
2020 1.2030, 2025.​
