1.1 A bill for an act 1.2 relating to corrections; directing the commissioner of corrections to issue a grant 1.3 to a qualified nongovernmental organization to provide inmates and 1.4 justice-impacted individuals with virtue-based education grounded in core 1.5 correctional practices, mentoring, support services, and employment services; 1.6 appropriating money. 1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. SUPPLEMENTAL SUPPORT SERVICES FOR INMATES AND 1.9JUSTICE-IMPACTED INDIVIDUALS; REQUEST FOR PROPOSALS; GRANT. 1.10 (a) By September 1, 2025, the commissioner of corrections must issue a request for 1.11proposals to identify a nongovernmental organization to provide inmates and justice-impacted 1.12individuals with virtue-based education grounded in core correctional practices, mentoring, 1.13support services, and employment services. 1.14 (b) An interested organization must submit an application to the commissioner on a form 1.15prescribed by the commissioner. 1.16 (c) By December 1, 2025, the commissioner shall award a $500,000 grant to the applicant 1.17that is best qualified to provide the programming described in paragraph (a). 1.18 Sec. 2. APPROPRIATIONS; SUPPLEMENTAL SUPPORT SERVICES FOR 1.19INMATES AND JUSTICE-IMPACTED INDIVIDUALS. 1.20 $500,000 in fiscal year 2026 and $500,000 in fiscal year 2027 are appropriated from the 1.21general fund to the commissioner of corrections for the purpose of section 1.
