44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. [145.9231] MINNESOTA EPILEPSY PROGRAM.​
66 1.6 Subdivision 1.Purpose.The purpose of the Minnesota Epilepsy Program is to:​
77 1.7 (1) provide statewide support and education for people living with epilepsy and related​
88 1.8seizure disorders to improve health outcomes and prevent early mortality including sudden​
99 1.9unexpected death in epilepsy;​
1010 1.10 (2) develop training programs for health care workers, educators, and service providers;​
1111 1.11and​
1212 1.12 (3) collect data on epilepsy and related seizure disorders in Minnesota.​
1313 1.13 Subd. 2.Epilepsy support and education.(a) The commissioner of health shall identify​
1414 1.14priority actions and activities to address the needs for communication, services, resources,​
1515 1.15tools, strategies, and policies to support people living with epilepsy and their caregivers,​
1616 1.16including increasing access to one-on-one support services. Strategies shall include culturally​
1717 1.17specific and community-based approaches. The commissioner of health shall conduct an​
1818 1.18evaluation to determine the effectiveness of the strategies.​
1919 1.19 (b) The commissioner of health may administer funds appropriated for the purposes of​
2020 1.20this section to provide money to community organizations and coalitions to collaborate with​
2121 1.21one another or with the commissioner on strategies to improve health outcomes for people​
2222 1.22living with epilepsy and related disorders. The commissioner shall disburse grants and​

3434 2.3 Subd. 3.Professional training and education about epilepsy and related seizure​
3535 2.4disorders.(a) The commissioner of health, in collaboration with the Board of Medical​
3636 2.5Practice, the Board of Nursing, other professional boards and state agencies, and nonprofit​
3737 2.6advocacy organizations with expertise in epilepsy and related seizure disorders, shall develop​
3838 2.7strategies, including but not limited to educational materials and trainings to increase​
3939 2.8knowledge and develop practical skills of health care providers, including emergency room​
4040 2.9providers, community health workers, and emergency medical service providers. The​
4141 2.10trainings must include methods for screening for epilepsy and related seizure disorders and​
4242 2.11making appropriate referrals to address the needs of individuals affected by epilepsy and​
4343 2.12related seizure disorders and their families.​
4444 2.13 (b) The commissioner of health may administer grants and contracts for the purposes​
4545 2.14of this section to provide money to organizations with expertise in epilepsy and related​
4646 2.15seizure disorders, including the development of materials and curriculum, and delivering​
4747 2.16training for schools required under section 121A.24, subdivision 2.​
4848 2.17 Subd. 4.Data collection and state plan.The commissioner of health shall establish a​
4949 2.18system for the collection, analysis, and reporting of data on seizure disorders in Minnesota,​
5050 2.19including number of diagnoses, clinical outcomes, mortality rates, and related population​
5151 2.20health data. The commissioner shall use the data collected to align statewide efforts and​
5252 2.21build coordinated systems and partnerships to support community-led and culturally​
5353 2.22responsive strategies to ensure Minnesotans at risk for or living with epilepsy and their​
5454 2.23caregivers have equitable access to opportunities and resources to support their well-being​
5555 2.24and quality of life. The commissioner of health shall conduct an evaluation to determine​
5656 2.25the effectiveness of the strategies.​
5757 2.26 Sec. 2. APPROPRIATION; MINNESOTA EPILEPSY PROGRAM.​
5858 2.27 $....... in fiscal year 2026 and $....... in fiscal year 2027 are appropriated from the general​
5959 2.28fund to the commissioner of health for the Minnesota Epilepsy Program under Minnesota​
