1.1 A bill for an act 1.2 relating to education finance; providing for a grant for economic and financial 1.3 literacy education and teacher professional development activities; appropriating 1.4 money. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. MINNESOTA COUNCIL ON ECONOMIC EDUCATION; 1.7PROFESSIONAL DEVELOPMENT ACTIVITIES. 1.8 Subdivision 1.Purpose.The Minnesota Council on Economic Education may provide 1.9professional development activities to Minnesota's teachers. 1.10 Subd. 2.Grant uses.Grant money received by the Minnesota Council on Economic 1.11Education must be used to: 1.12 (1) provide professional development to and curate and develop curricular resources 1.13for: 1.14 (i) Minnesota's kindergarten through grade 12 teachers implementing state graduation 1.15standards in learning areas related to economic and financial education; and 1.16 (ii) Minnesota's grade 9 through 12 teachers providing personal finance and consumer 1.17protection instruction to students; 1.18 (2) support the direct-to-student ancillary economic and personal finance programs that 1.19Minnesota teachers supervise and coach or that the Minnesota Council on Economic 1.20Education delivers directly to students; 1.21 (3) support research on the effectiveness of economic and financial literacy education 1.22in kindergarten through grade 12 to ensure that the intent of the economics graduation 1Section 1. No. 1766 NINETY-FOURTH SESSION Authored by Clardy, Bakeberg, Hill, Carroll, Norris and others03/03/2025 The bill was read for the first time and referred to the Committee on Education Finance 2.1standards and the high school personal finance course requirement is being met, and to 2.2identify avenues for improving economic and financial literacy education; and 2.3 (4) support geographically diverse affiliated higher education faculty and higher 2.4education-based centers for economic and financial literacy education, including those based 2.5at Minnesota State University, Mankato; St. Cloud State University; and St. Catherine 2.6University, for activities related to clauses (1) to (3). 2.7 Subd. 3.Reporting.(a) By February 15 of each year following the receipt of grant 2.8money, the Minnesota Council on Economic Education must provide a midyear report to 2.9the commissioner of education. By August 15 of each year following receipt of grant money, 2.10the Minnesota Council on Economic Education must prepare a year-end report containing 2.11at least the information required in paragraph (b) to the commissioner of education in the 2.12form and manner prescribed by the commissioner. The commissioner may request additional 2.13information as necessary. 2.14 (b) The report must include: 2.15 (1) the number and type of in-person and online teacher professional development 2.16opportunities provided by the Minnesota Council on Economic Education or its affiliated 2.17state centers; 2.18 (2) a description of the content, length, and location of the programs; 2.19 (3) the number of preservice and licensed teachers receiving professional development 2.20through each of these opportunities; 2.21 (4) summaries of evaluations of teacher professional opportunities; 2.22 (5) a list of the number, types, and summary evaluations of the direct-to-student ancillary 2.23personal finance programs that are supported by grant money; and 2.24 (6) a description and the status of all economic and financial literacy education research 2.25and results of the research supported by grant money. 2.26 (c) The reports required under this subdivision must be prepared and filed according to 2.27section 3.195. 2.28 Subd. 4.Grant payment schedule.The Department of Education must pay one-half of 2.29the amount of any grant money awarded to the Minnesota Council on Economic Education 2.30by August 15 of each fiscal year for which the money is appropriated and the other half 2.31must be paid by February 15 of that same fiscal year.
